During this meeting, the members, as the agenda, had the election of Kosovo Judiciary Council chairman.

Following the process of unanimous voting of KDP members, Albert Zogaj, in the position of Kosovo Judiciary Council Chief Chairman. His mandate begins on July 7, 2021, and is three years old.

Zogaj unveiled its goals before Council members, pledging that, during the mandate, it will be committed to establishing transparency, accountability and the level of co-operation with local and international institutions.

Biography of Judge Albert Zogaj

Albert Zogaj is judge in the Supreme Court, the civilian branch. Judge Zogaj graduated from 30,06,2004 at the Jurydical Faculty at Pristina University, while post-diplomical studies under the leadership of Jurydiko-Civil ended in 2008. From December 2004 to December 2005, he worked as a lawyer-rest in the Kosovo Lawyers' Oda. In February 2006, the lawyer's exam was completed, while from February 2006 to October 2010, he worked as a lawyer in Pec. In October 2010, he was appointed judge at the Municipal Court in Pristina, where he worked until December 2012. From 2013 to 2015, he worked as judge at the Constitutional Court in Pristina at the General Department. In August 2015, he was appointed judge at the Court of Appeals in Pristina, the General Department of Civil Division. In September 2020 he was elected judge in the Supreme Court. Since 2008, he works as a legalist at AAB College, also a training officer at the Academy of Justice, the initial and ongoing legal education program. He has worked and participated in some professional research and work with various institutions like the Kosovo Jurydical Centre, the Centre for Human Rights and the University of Pristina, the Kosovo Judiciary Institute, etc.

KDP members, by secret vote, elected Judge Ilmi Bajrami, in the position of presiding judge of the Supreme Court's Special Chamber, to a two-year term.

Judge Ilmi Bajrami's Biography

Ilmi Bajrami is U.D. The supervisor's judge at the Special Chamber of the Supreme Court of Kosovo. The Jurydical faculty at Pristina University is finished in 1986. In 2003 it started working at the Ministry of Economics and Finance at the Public Procuration Regulatory Organisation as procurement analyst, (ORPP). From 2005 to Public Procuration Regulatory Commission (KRPP), procurement expert and coach. In 2003 from O The OSCE is certified in management. In 2004 by IAPSO- The UNDP and Crown Agents are certified for the Public Procurement field. From Confirmec, it is certified as public procurement coach. In 2005 by IKAP, it is certified as a Public Administration trainer. By the date 29.06.2010, he was appointed judge in the Special Chamber of the Supreme Court of Kosovo. From June 03th 2014, he is acting as judge at the Supreme Court's Special Chamber Appeal College. In July 2019 the task of the DPS supervisor has been appointed.

Next, KDP members, by secret vote, elected Judge Albina Shabani Rama, head of the Constitutional Court in Pristina, whose term is five (5), without a re-election right.

Judge Albina Shabani- Rama's Biography

Albina Shabani- Rama is a judge at the Special Department at the Foundation Court in Pristina. Judge Shaban-Rama graduated from the Jurydical Faculty, University of Pristina in 2004, while the jurisdictional exam was completed in 2013. Between 2005 and 2013, she worked in the Kosovo Police as a senior official for Ancesa then, as well as the Commission for Anxiety and Rewards' Vice-President at the General Directorate of Police. Judge Shaban-Rama has completed post-diplomic studies in 2008 and has taken the Master of Jurydic-Penal Sciences title. He has also worked as a Judiciary Inspector in the Prosecutor's Bureau of Discipline from 2013 to 2015. With 19.05.2015, she has been appointed a judge at the General Department for Criminal Affairs at the Constitutional Court in Pristina and has continued working on this department until 30,06,2016. By 01.07.2016, a judge was appointed at the Department of Mytur, where he worked until June 2019. In July 2019, she was appointed judge of the Special Department.

The Council approved the proposal to increase the number of Court of Appeals judges from fifty-two (52) to sixty (60) judges.

The Council also made the decision to announce the competition for the election of Court of Appeals.

The Council authorised the chairman for signing the Co-operation Agreement between the KDP and the Kosovo Centre for the rehabilitation of Torture Survivors, with several proposals for changes by Council members.

The Council approved the Commission's proposal for the Board to approve the budgetary requirement for 2022.

Finally, the Council continued its closed-door meeting for the review of three (3) reports on facts and evidence gathered by the Investigative Pants”, said further in the report sent to the media.
