Government Kurti rated slow and without major decisions

Special attention and priority in these three months was dedicated to Kosovo-Serbia dialogue and Kosovo diplomacy. Prime Minister Kurti met for the first time with Serbian President Vuciq on June 15th, he had earlier refused such a meeting on May 11th. During these days, the first of the government was also active on official visits abroad.

In contrast to the past, Kurti made his first visit to Brussels during the end of April, until a few days later, he again stormed the European Chief Centre for an informal dinner with regional leaders. The meeting with the latter, Prime Minister Kurti held during the Tirana and Vienna summit in June. As he was recently hosted by state ceremonies by France's president, Emmanuel Macron.

Even this 100 days, the executive head did not misjudge the downloads and appointments on public enterprise boards. Meanwhile, he initiated concept-document on the issue of property acquired unwarrantedly and the beginning of drafting the property process.

As he recently approved the 2021 budget revision.

However, the 100-day work of Kurti Government is being praised slowly and without major decisions from civil society.

The director of the FOL Movement, Medjide Demolli-Nimani, tells Kosovo that, along with citizens' expectations and promises in the Vetevendosje Movement campaign, the same have not been fulfilled, until, according to it, disturbing is the failure to publish the annual work plan.

I can say it's been a hundred days slower than what this government has expected. There was no decision, to call it so larger that it affects the interest of citizens for these 100 days, compared with the very high expectations of citizens, but also the promises of this government. Unlike Kurti I, who had greater decisions than this government, Kurt II now has fewer. What I can see is a closure, despite the government calling two spokespersons, we have dictatorships of ministries that are almost completely closed... What is most disturbing to us is not publishing the annual work plan. The government Kurti has presented the four-year programme, but not the work plan”, she says.

While Arber Fetah from the Group for Jury and Political Studies (GLPS) values hybrids 100 days of Kurti government.

We have seen a hybrid performance by this government as well. In the sense that there has been progress in some areas and in some areas even a barrier. It is noteworthy that we have seen an ambitious legislative agenda with over 190 pre-laws. Some have been sent to this period, some not. A better and more positive initiative has been seen in the area of rule of law in the self-defence initiative and the law on seizure of property. Why there has been a setback in this regard. But the process is going well. We've seen in the pandemic a mix result, there's been a ping-pong game between the last minister and Minister Vitita and an ambition to manage pandemic, provide vaccines and others. Then we have gradually had an improvement in the situation and management of Covdi 19”, Fetah says.

Regarding foreign policy and dialogue with Serbia, Fetah from GLPS says there have been positive steps in preparing and presenting at the first meeting of Prime Minister Kurti with President Vuciq.

The “in general even this 100 days is dominated by some foreign policy influences that have dominated domestic policy, such as the Kosovo-Serbia dialogue. Although initially treated as a priority of 5-6, the government's presence in terms of dialogue and participation in various meetings has gradually intensified. This is a positive step, despite initial statements because we have seen a better presentation in dialogue, in the sense of going to meetings, preparation and trying to draw the political spectrum”, he says.

At this week's meeting, the Government of Kosovo adopted several bills, among them made a decision to cover Prime Minister's border security obligations for all fellow citizens and foreigners who are subject to border police and come to Kosovo by the end of 2021.
