The US president's decree on expanding emergency measures in the Western Balkans has awakened the European Union's response, which confirmed it will not follow through in sanctions.
EU spokesman Peter Stano declared today that the EU has its obligations to partners in the region and that sanctions are not part of current European policies in the Western Balkans.
Our involvement in the region is very strong. Talks about possible sanctions are not on the agenda. Any decision on this must be taken unanimously by all member states. At the moment, this is not being discussed when it comes to partners in the Persian Balkans”, Stano said.
Asked by the media in Brussels to comment on the signing of a decree on extending US sanctions to individuals and organisations from the Western Balkans in order to ensure stability and security in the region, Stano said today that the EU does not comment on US administration decisions and has its own policy when it comes to partners in the Western Balkans.
He recalls that commitment to the region is one of the fundamental points of the EU agenda, as well as that regular talks are held with Western Balkan leaders on the region's problems.
The initial decree was adopted in 2001, as well as the criteria for the introduction of US sanctions in order to resolve challenges such as corruption and other movements that undermine key institutions and international agreements, as announced last night by the White House.
Biden issued a decree imposing sanctions on any person for whom the Ministry of Finance, in consultation with the State Department, stipulates that it is “responsible or an accomplice, directly or indirectly involved in actions or policies that threaten peace, security, stability or territory” the integrity of each area, “or countries in the Western Balkans, and undermine democratic processes and institutions in the region. ”
The sentences would also include those responsible for a serious “human rights breach and involved in corruption in the region, including embezzlement of public funds, changing private property for personal gain or for political purposes and bribing”.
As reported by the White House, this regulation also allows for imposing sanctions on actors involved in <x0 violation or actions that undermine or jeopardise the implementation of any agreement on regional security, peace, co-operation or mutual recognition, the framework or mechanism related to the Western Balkans”.
The new regulation also includes the Prespa Agreement by 2018, as well as the International Mechanism for Criminal Court, which is the successor of The Hague Tribunal.
The State Department said in a statement that the US commitment to promote democracy, transparency and accountability across the Western Balkans is strong and “in line with the standards that countries in the region must meet to achieve their goal to advance on the European path”
Biden signed a decree Tuesday extending the area of emergency measures in the Western Balkans region, declared in the 2001 decision, as well as criteria for imposing US sanctions to address challenges such as corruption, the White House said.
