This institution has submitted a demand for an additional budget to Government in the amount of around 3.9m euros, since a set amount of the budget for local elections was spent on organising early parliamentary elections.
CEC spokesman Valmir Elezi has said this institution on Thursday will hold its first meeting after announcing the date of elections, where some decisions are expected to be made to prepare this process.
The Central Election Commission will hold meetings during the day and that one of the agenda points is the adoption of the operational plan. In this plan d1o all activities to organise these elections are listed, as well as the time when they must be carried out”.
Therefore, in this operational plan, it will be correctly determined that when political subjects must apply to be certified for participating in the elections as well as to hand in the names of candidates; application for voter registration abroad; and period of voting through mail; observer accredit; and dozens of other terms”, Elez said.
He announced that this institution does not have enough financial means for organising these elections, and for that reason they have sought an additional budget from the Government of Kosovo.
“The CEC has submitted the additional budget requirement for organising local elections to Kosovo Government. This requirement comes as a set budget amount for local elections has been spent on organising the February 14th elections, which were unplanned for this year. The CEC's budgetary demand for the additional budget is in the amount of about 3.9m euros”.
But according to Elez, the overall budget planned for organising these elections is in the amount of 8.1m euros.
“Constin the final cost of an election process we can burn only after all the issues pertaining to that process are closed, while currently we can talk only by relying on planning. The budget planned for organising these elections is in the sum: 8m and 114 thousand and 293 euros”.
The organisation of the second round of mayoral elections is also planned in this budget. That is the main reason why local elections have a higher cost than parliamentary elections”, Elesi said.
The last local elections were held on October 22, 2017.
Currently, the institution dealing with election organisation does not have complete composition. The president has named only 9 of the 11 members of the CEC. Vjosa Osmani, prior to the announcement of the local election date, has dismissed CEC chairman Valdete Daka and appointed the new chairman, Kressnik Radonij.
