Only a certain category of Kosovars and other citizens can enter Montenegro

However, the Romanian Ministry of Foreign Affairs website says that although restrictive measures in Montenegro have been eased, only a certain category of foreign citizens have free access to this country, without being conditional on requests related to Covid-19.
Specifically, Montenegrin and foreign citizens coming from Kosovo, Serbia Bosnia and Herzegovina, Albania, Northern Macedonia, Croatia, Russia, Ukraine and Belarus can enter Montenegro without presenting a test PCR for Covid-19 or proof that they have been vaccinated against the Coronavirus, if they prove to have a permanent or temporary position, or if they have stayed in those respective states for at least 15 days before Montenegro's entry.
Other Montenegrin and foreign citizens (except those from Albania, the Republic of Serbia, Serbia, Kosovo, Bosnia and Herzegovina, Northern Macedonia, Croatia, Russia, Ukraine and Belarus) who want to enter Montenegro through all border transit points must meet certain conditions.
