EU ministers said they would discuss the Stabilisation and Association Process with Western Balkan partners in Luxembourg on Tuesday and hold intergovernmental conferences with Serbia-Montenegro on “political leadership” only as part of a new enlargement methodology, as no new chapters will be opened in the talks.
EU diplomatic officials explained that the majority of EU members oppose opening new chapters in membership talks with Serbia, saying Belgrade authorities had failed to implement expected reforms, mainly in the areas of rule of law, anti-corruption, judicial independence and freedom of expression.
The official explained that since the EU ministers and leaders now do not have the approval of the new “package of enlargement<x1-year-long, their discussion will focus on “s will apply the new methodology of enlargement in negotiations with Serbia-Montenegro “.
