On the first day of construction in the Assembly, delegates from all political groups spoke. The talks given on this day preserve only a fragment of Abdil Frasher's speech, the chairman of the Istanbul Committee, and the delegate to Tossery, the villa of Janina.
Protecting the homeland platform of the national movement, he invited all Albanian provinces to unite as a single body to protect the entire country from the risk of annihilation. Obadiah, among other things, said: “The goal of the Parliament is to wait for the heartless enemies to leap, by binding the Albanian oath, and to pledge to protect them with the blood of the land that our grandparents and ancestors have left for us”.
Delegates of the homeland group had to face the Assembly as well as the harmful positions of the counties in Turkey, as Ottoman government authorities, represented by Prizren's Turkish mystic Qamil Beu, who attended the rally. They tried to prevent the unification of Albanians into a national relationship.
However, Prizren's Assembly fulfilled its national historic mission. His most important act was the decision to establish a political and military-type organisation, a League. with a single leading and branching center in all regions of the country that would take over the task of defending the country with any means.
The same day, the National Assembly approved the text of a protest to the Berlin Congress, with which the voice was raised against the breakaway of Albanian provinces in favour of neighbouring states. According to tradition, along with the formation of the League, there was also a general belief under which all acts of blood feuds between residents of the provinces represented at the Prizren Assembly.
Prizren's decision to establish the League was a major victory of the Albanian National Movement, as he sided with the first and powerful blow to Istanbul's efforts to clothe the Islamic-type connection and lay the foundation of an Albanian national organisation, which, since its first day, had a national character.
Immediately after the establishment of the League, its high organs were formed. At the helm of the League stood the General Council with legislative functions and headquarters in Prizren, on which the district branches would depend, while the chairman was elected Ilyaz saw Debra.
