Old Ones in Trouble With an Inocation platform

Behram Vitia 65 is looking forward to taking the option against COVID-19, but for the problem it is presenting the census on the Kosovo website, in which citizens must submit their personal data for vaccine. He shows that he has not yet completed this process, since he does not know how to use technology. And [...]

I'm not going to take the vaccine at all because I can't apply by phone or computer. For the elderly, the announcement has had to be made through television. On TV we watch, not the Internet”, Vitia said.

Miradije Kadriu, 67, was vaccinated ten days ago against the coronary. She shows that her daughter has applied on the platform of Kosovo, as she herself does not know how to use technology.

I don't know how to use the Internet, nor have I seen that platform. The girl applied, photographed me holding ID and finished. A few days later, we've been called and I've got the” vaccine, says Kadriu.

The vaccine process in Kosovo has started at the end of March, where health workers, persons over 80 and those with chronic diseases were first vaccinated. In the process of inoculation are people over the age of 65. Meanwhile, in the third phase, the vaccine of 50 per cent of Kosovo's population is expected to take place.

For the application for anti-cronavirus vaccine, the Health Ministry has made Kosovo website available for citizens. But some of the citizens, especially older ones who are priorities in the communication process, were found unprepared to use these services.

On this site, in addition to the inoculation, other electronic services are offered, such as bills for taxing individual property, businesses and the search for penalties for citizens who have been punished by Kosovo Police.

Hilmi Toplica, 77, a telecommunications engineer, has been called for vaccine after a week after being registered on the Kosovo website. Toplica shows that it has not been difficult for her to apply, since she uses technology. But, generally for the elderly, according to him, this is the wrong platform.

Not all elderly people can use the Internet or technology. There were other ways, easier for this category. Television calls on people born on this date to be presented at the appropriate vaccination centers. For those who don't know how to work, it's a vague platform”, he says.

Nazmi Rushiti, another citizen from Pristina, is 23 years younger than Hilmi Toplica. Nazimiu, who has already been 54 years, indicates that he cannot use the Internet. He hopes that during the summer it will be next for the vaccine, but the problem also arises in its form of application. He expects his children to do this.

I don't know how to use the Internet. I hope the government will set up another form for recording, something easier, any way we know it would be better because on the internet, no, no, no, no, no.

Elshani: E - mail platform, unique and simple

The vaccine platform has had to be unique to this category and extremely simple, says telecommunications expert Dritt Elshani.

Any electronic service should be designed in such a way that it's as simple for use, especially for the elderly, who have great difficulty using digital platforms. And I think that for vaculation, electronic service should be special, it should not be mixed with other electronic services”, Elshani tells Radio Free Europe.

According to Kosovo Statistics Agency data, 96.4 percent of households in Kosovo have internet access, while the age that dominates internet access is from 35 to 44.

But Drirt Elshani points out that the coronary pandemic must be a lesson for competent authorities to design simple and fast electronic services.

I hope that Kosovo will learn from the pandemic crisis to develop electronic services as simple and easier, accessible to citizens, especially for elderly citizens”, he says.

In Kosovo, vaccines are under way at the vaccine centres in different Kosovo cities, where individuals over 65, registered on the electronic platform of Kosovo, and according to lists available from the main Centres of Family Medicine are being vaccinated. According to the Health Ministry, by May 20th, over 55 thousand citizens are immune to vaccines donated by the World Health Organization and the European Union.

But the Ministry of Health has not provided any answers to Radio Free Europe, about the number of citizens who have applied on the electronic platform. However, this ministry, almost every day, calls on citizens of every age group to register for taking the vaccine against COVID-19.

In contrast, since the introduction of the first Corleone cases in March 2020, Kosovo has recorded more than 107 thousand cases with COVID-19. The number of cases of fatality being completed is 2,240, meanwhile, over 101 thousand patients have recovered. Active cases are 3,551.
