Intelligence had also gathered for other officials in Germany, France, Sweden, and Norway.
Similar claims had emerged in 2013.
At the time, secrets extracted from the signaler Edward Snowden had discovered that the German Chancellor's phone had also been tapped.
The White House had not immediately denied this report.
Along with Mrs. Merkel, Frank-Walter Steinmeier and then opposition leader Peer Steinbruck were reportedly tapped.
Denmark's Interior Minister Trine Bramsen, who reportedly had been reported on spying, told Radio Denmark that “the systematic surveillance of close allies is unacceptable”.
