The question of testing teachers in Kosovo has been opened for weeks now. The Minister of Education, Arberie Nagavci, has been declared for one, while for the realisation of this issue, MASTI still has no concrete plan. But unhappy as they always are at the United Education and Science Union ( SBASAK. They're not enjoying the idea of teachers being tested in writing for their knowledge.
The chairman of this union, Nundman Jasharaj, has told Express that such a test is degrading and humiliating.
They know our position. Ever since Mr. President. Arsim Bajrami, when this issue is mentioned, we have disputed with reasoning and with the evidence that such a test is degrading and derogatory, because Kosovo teachers are prepared for the educational system. They were tested dozens of times at the faculty and graduated”, he declared.
According to him, MASH rating can only be done through professional inspectors and not in any other way.
We've requested that MASA strengthen the inspectors' sector and send professional inspectors to class so they can take a closer look at each teacher's performance. I believe MAS has this idea of performance assessment and educational workers working in Kosovo schools. We are not against professional inspectors going to class and taking a close look at the work of each teacher. He advised those individual weaknesses to remove and give advice on how to advance even more in the learning process and achieve even greater successes”, he told Express.
The chief unionist has even threatened that such a test will never be held.
Whoever has any idea of a written test of teacher knowledge let him know that the SBASK will be opposed and such a test has never been held or held. If they want to see Kosovo teachers closely, MASH sends professional experts and sees their work”, he said.
Meanwhile, Deputy Education Minister Dukagjin Popovci has told Express that MASA still has no concrete plan on how the teachers' assessment will be made.
He said their performance assessment would be made according to existing legislation.

Meanwhile, Minister Nagavci said yesterday in ATV that performance assessment is a matter of improving the quality of education and not getting someone out of work.
“The employment and evaluation of teachers are two separate issues. The staff that is currently under way should be offered access to re-qualification so that we do not exceed needs or even such cases when the budget saving issue is in question. The performance assessment is another issue that has to do with the tendency to improve the quality and obligations that we have but we don't do such assessments in order to get someone out of work and reduce the number of students. The responsibility should be to those who have made employment without criteria and very often misusing the divided budget, for example. There are times when in some municipalities there was a separate budget for employing assistants of children with special needs but they hired other people who didn't even have a separate budget, she said.
In the Programme for International Appreciation P ISA, in 2019, Kosovo is ranked 77th for poor quality in education, out of 79 countries which have submitted to that assessment. Kosovo has a total of 22,585 teachers.
