Political context
During Slovenia's presidency at the EU Council for 2021, there is the possibility of reaching a legally binding agreement for normalising relations between Pristina and Belgrade through dialogue. Slovenia's image in Western Balkan countries is generally positive and this country is welcomed by all sides. “Noon-paper” tended to break up this image of Slovenia before this country took over the presidency of the Council;
The Government of Kosovo's recent decision on the agreement to facilitate movement in the six Western Balkan countries with IDs is a positive step towards meeting the framework of the Joint Regional Market for the Western Balkans. This step is highlighted as personal dedication by Prime Minister Kurti during the informal dinner in Brussels, which coincides with the provisions of the Stabilisation and Association Agreement between the EU and Kosovo and in line with the 2020 Western Balkans Summit;
Since Kosovo has already met the conditions for visa liberalisation, it is important that progress is achieved with EU member states willing to postpone this agenda. In this context, it is important that Pristina remain committed to the dialogue process;
The upcoming local elections in Kosovo, expected to be held in autumn this year, could lose Mr. Kurti slightly focused on the dialogue process. It is important that EU countries in this case support Lajcak's agenda and encourage Mr. Kurti be committed without delay;
It is put pressure on specific opposition political circles in Pristina to facilitate future agreements and be convinced of the need to reach a historic compromise between Pristina and Belgrade. Mr. Kurti said of the political unwillingness of the Kosovo Assembly, which could cause long-term political instability even within his own parliamentary group. These internal complications will be addressed with new scenarios, such as expanding the government coalition in order to enhance political support.

Concretically, Mr. Kurti would be advised not to undertake any police operation aimed at collecting electricity bills in northern municipalities that could provoke further tensions with the local population;
EU Efforts
The High Representative, along with other EU interest parties, will undertake a public information campaign in Pristina and Belgrade. Regular visits to both capitals will be prepared. Public opinion in Kosovo is focused on managing health challenges due to lack of vaccines COVID-19. This is reflected also in debates in the Kosovo Assembly.
Strategic Direction
A lack of unanimity within EU members for Kosovo's final status remains a serious obstacle to EAS. It is recommended that Miroslav Lajcak hold internal talks with representatives of the European Council, the European Parliament's Committee for Foreign Affairs and with EU member states for a common EU stability over relations with Kosovo after dialogue.
The High Representative will engage directly with the US Secretary of State and co-ordinate diplomatic efforts with Washington and Brussels. According to previous practices, a US representative should be invited to meetings about the dialogue facilitated by the EEAS. It is important that intensive co-ordination with the US be done because of the influence of the US leadership on Pristina”.
