Reforms in education, Kastrati: Anyone who is dissatisfied with the workplace has the right to leave it

Kastrati in a Facebook post has suggested that Kamenica cannot have 29 schools, since the law in Kosovo does not recommend it or allow a class to have 5 children with current conditions, so according to him, education reform is necessary not only in Kamenica, but throughout Kosovo.

He has thus asked teachers who think that their contract for teaching or engaging in education within the Kamenica municipality is no longer worthwhile, let it be submitted no later than Tuesday within working hours and to resign their resignations.

Otherwise, we are obliged to act in accordance with principles and rules that are very clear. Anyone who is not satisfied with his workplace has the right to choose to leave it - and that is understandable. But actions contrary to the institution which is your employer are unacceptable. So if the Ministry of Education has promised to engage you in teaching, you can do it. But, as the ministry is known, no teachers are employed anywhere in Kosovo at the pre-eminent, primary and low-level level”, Chairman Kastrati has said.

By contrast, August in April this year, he decided on accelerated teaching organization for 441 students in Kamenica, who for almost two years are not part of the educational education system because of educational reforms.

Education Minister Arberie Nagavci has declared that reorganisation of small-numbered schools of students in Kamenica should take place and that how the minister will work closely with all sides, so that it is well planned and in the best interest of children.

The right to education is guaranteed with the Constitution of the Republic of Kosovo, the Universal Declaration of Human Rights, as well as the Convention on the Rights of the Child, and we must all be in service to carry out that right. So I've made the decision to organise Accelerative Learning for these students, what it means very soon they will return to school banks”, Minister Nagavci has indicated, encouraging all sides to find a solution as quickly as possible so that the start of the new 2021/22 school year starts without any obstacle to students.

It is almost two years since we have started one of the most difficult and important processes involving education in Kosovo. Together we have gone through this difficult time, sometimes through important successes, and sometimes difficult challenges.

The misunderstanding that was built on how reform was managed in education was valid. But as each one of you realized, none of you had this initiative.

The Kolektive contract we signed is one of the best agreements in Kosovo that advances your position and rights. Many of your colleagues, who for health reasons or other reasons did not have the opportunity to engage in education, earned the right to, by 100%, 70% of full standard compensation, not be forced into work.

You know very well that every year you're afraid you're not going for hours, and now that doesn't happen. For a long time, because of the state's negligence, you have been burdened with having your psychologist, teacher, and assistant for children who needed extra attention.

Together, we enabled the involvement of the psychologist, the professor, the helper for children with special needs, and the librarian to instruct children in special fields.

As you have experienced, during this time our commitment to improving infrastructure conditions has been over and over again. In addition to the intervention in toilets and renovations of necessary space, schools were equipped with books, laptops, laboratory equipment, and other much needed work to accomplish.

Dear teachers, you better than anyone else know that there can be no better quality of learning if you work under fly conditions and we all know that with greater commitment, which has not been done for 20 years, it's been done for a year.

This shows that we can improve the infrastructure even further. Because, I don't believe education in Kosovo is cursed. I believe there are concrete reasons why our society is stuck in different fields. Mismanagement of resources is one of them.

Kamenica cannot have 29 schools and manage these buildings. Even if it is possible to manage buildings built contrary to the criteria the ministry itself has set up, they should not exist as burdens to children. Because science and law in Kosovo do not recommend or allow a class to have 5 children under current conditions. For this reason, reforms in Kamenica are necessary. And not only in Kamenica, but throughout Kosovo.

So, you who well know the importance of education in Kosovo.

You who know best what conditions you've worked on, and to some extent you still work.

You who know best not to be motivated the same as when working with five children, like when you work at 20.

You who know best how important competition is in class.

You who know best how important a child's association is.

You who know best how important it is for schools in Kosovo to take the character of a genuine European school with conditions for teaching and teaching.

You that politics used most when you wanted. You that politics never turned your attention.

You know reform is necessary!

So, I call on all those who, because of the fear of promoters and blackmailers in the community, because of manipulation by Minister Nagavci, because of various reasons you're thinking that your commitment to irregularly accelerated learning is what you have to do, that what you're doing is unacceptable.

All those who are engaged in accelerated learning in closed objects by the Inspectorate, with a parallel illegal organisation doing so contrary to their work contract.

The labour contract specifically says that the employee “does not request or accept instructions regarding performing tasks from any organ other than the school principal and the DKA or the individuals assigned by them.”

So, based on the good purpose of the Kamenica municipality, which is fully compatible with the aspirations for higher quality education, based on our actions which are fully in accordance with the law, and based on our obligations to enforce the laws, we call on you to respect the contract signed by you.

If your contract for teaching or engaging in education within the Kamenica municipality is no longer valid, then I invite you not later than Tuesday, to surrender your resignation. Otherwise, we are obliged to act on principles and rules that are very clear.
