How much does four municipalities in northern Kosovo spend electricity?

Northern Kosovo consumption is the energy spent in Kosovo's four northern municipalities, and the state has not yet managed to extend the authority to register the flow spent in these municipalities that are inhabited by the Serb community. This energy is supplied by COSTT with a budget outside the fee. Energy Regulatory Office [...]
The Office of Electric Energy Regulatory CHAZRE of the current spent in the north recognises the “electricity waste”.
According to the ZERE report “The annual electricity and thermal balance 2021”, total electricity demand in Kosovo for 2021, including the consumption for supply of northern Kosovo, is envisioned to be 6,433.9 GWh. This request is set to take part: Net demand on the Distribution Network (i.e., public lighting, small businesses and so on. Locked into tension level 35kV, 10kV and 0. 4kV) is meant to be = 4230.5 GWh, distribution losses (including over-due losses) in value = 990 GWh, Myths = 114 GWh; Trepca = 21 GH, Sharr Cem = 69 GWh, NEW. CO. FERRONICLE = 429 GWh, generation spending from transmission 138 GWh ( TC A =108 GWh, T C= 30 GWh), system losses (North Consumption of Kosovo)=326 GWh, valid transmission losses of= 113.5 GWh.
Electricity Loss
Total electricity losses are divided into:
According to the ZRRE, losses to the transmission network, which represent the difference in prudent electricity assets at the entrance of transmission and the measured at the exit of the transmission network. These include losses due to transit (cautious points in 400, 220, and 110kV intercommission lines are transferred to the dividers by using approved transfer cofficiators).
Losses in the distribution network (distritions), which are the difference of prudent electricity assets accepted at the points of separation from the transmission network and entrances from the generators locked in distribution and on the other side measured electricity assets sent to consumers.
The planning of all losses on the transmission network includes losses caused by Kosovo's consumer burden and losses caused by electricity exceeding transit.
The consumption of northern Kosovo is the energy spent in Kosovo's four northern municipalities. This energy is supplied by COSTT with a budget outside the fee.
Allowed electricity losses to the transmission network are scheduled to be 113.53. THREE or 1.71% of the total amount of energy in the transmission entrance. COSTT will provide this energy based on the principles of the competitive market, respecting the procedure for electricity trading.
Allowed electricity losses in the distribution network, according to data accepted by KESCO (technical and commercial losses), are scheduled to be 909.8 GH or 17.43% of total distribution system demand (Ditribution) and losses exceeded 80.4 Bye.
Under ZRE's decision, from April 2017, with the aim of creating conditions for opening the energy market in retail, responsibility to cover losses from the power supply to the northern part of Kosovo, by the KESCO supply company has passed COST tools which KOSTT STT has secured them through electricity tariffs, according to the rules in force.
In line with the Appeals Court's decision to withdraw the cost of the north's supply from electricity bills, ZRE directives on the issue, as well as ZRE cuts on the Kono tariffs STT for coverage of losses in northern Kosovo, COSTT from December 2nd 2017 has not made the purchase of energy for covering losses for the supply of northern Kosovo supply, therefore, for covering this consumption electricity has been withdrawn from the continental European energy system until the start of implementation of the COST Agreement. ENTSO-E and the beginning of KO operation STT as an independent regulatory zone under the Albania-Kosovo Regulatory Block.
With the start of implementation of the COSTS agreement ENTSO and KO operation STT as the Regulatory Zone under the Kosovo-Albania Regulatory Block, COSTT has begun to purchase energy for covering losses for the supply of northern electricity.
Until the resolution of the situation in northern Kosovo, the Kosovo government has earmarked 10m euros for the supply of the north with the goal of preventing deviations against European Broadcasting Systems operators, which is also the condition of the COST Agreement. ENTSO-E.
Planning this year 1 GWh less than 2020
In an answer given by KO STT, days ago on news.net and unpublished news, reportedly “Consum of electricity in northern Kosovo for 2020 has been 328 GWh, and for 2021 it is projected to be 327 GWh. According to the annual electricity balance for 2021 approved by ZRE, technical losses to Kosovo's 2021 transmission network are planned to be 113,53 GWh. Incomes for coverage of technical losses in the transmission network are provided by Z approved tariffs THREE for operating transmission system. The cost amounts to about 5 million euros in compliance with the value approved by ZRE based on the Tatar process”.
COMM STT has made known since the founding of KO STT in 2006, with measures being taken to develop the transmission network, operating with optimum methods, as well as effective maintenance of the network, has been impacted in increasing the performance of the Kosovo Broadcasting System.
“Loss have been reduced from 3.28% in 2007 to 1.27% in 2020. So these figures are a high performance of COSTT and the profit goes directly to consumers. COSTT is considered one of the most advanced OSTs in the region and the wider low level of net losses. According to the annual power balance for 2020 approved by ZRE, the planned technical losses to the transmission network have been 114.5 GUH, while 113.3 GWh or 1.04% lower than planned”.
In addition to 12m euros a year for energy bills, municipal consumers in northern Kosovo owe more than 15m euros for water bills spent since 1999.
On Wednesday, April 28th, the Commission for Economics, Industry, Interventor and Trade in the Kosovo Assembly has approved the Vetevendosje Movement proposal, authorising the Operator of the Kosovo Transmission and Electricity Market to exploit its own revenues to cover electricity deviations in that part.
The energy company “Electricity D.O.” since December 2020 has submitted applications to the Energy Regulatory Office (ZRRE) for obtaining the license to power the four Serb-run municipalities in northern Kosovo. But without the functional board, this app cannot be processed any further.
The ZERE board has been dysfunctional since mid-December last year. Despite that the board currently has two members, those under the law are unable to make decisions.
The Kosovo government has already announced the competition for board leaders as well as for two members aboard the ERE, abolishing last government competition.
The registration and licensing of a Serbian company has been requested under dialogue in Brussels in 2013, where Kosovo and Serbia have signed the Energy Agreement. This agreement had envisioned the creation of a new company, according to Kosovo's legal framework, which would supply electricity to consumers in the four northern municipalities, inhabited by Serb majority (North Mitrovica, Zubin Potok, Zvecan and Leposaviq).
The company “Drustvo Elektrosever D.O.” in 2018 was registered to the Business Record Agency, based in the North Mitrovica municipality, and the main activity has electricity trade.
