Albanian Culture Minister Elva Margariti named it “crime against the city's cultural heritage” the act in question.
On the other hand, Regional Director for Culture in Shkodra Majlinda Lacaj said:
“Since the project is under way, implementation is under way. It is normally intended to be a guard service for the preservation of the fortress system. It is impossible to be realised by employees of DDRKT Shkodra, since human resources are very low, the area is 9 hectares”, Lacaj said. According to her, not that it is not meant, but at the moment it is impossible to recruit or link an agreement to purchase a guard service, as this project is being implemented by the Ministry of Culture with the state budget”. Until the completion of the job and taking over all the works cannot have such service purchase”, Lacaj explained.
Rosafa's fortress has been declared a cultural monument of the first category since 1948.
The fortress tracks date back to the IIIth century before the birth of Christ.
