Downloading political ambassadors, these are their replacement procedures

On Wednesday, 13 political ambassadors have been relieved, and in their absence, they are replaced by the next diplomat with the highest rank in service on that diplomatic mission, which takes over the task of temporary task force (Chargé I'm sorry. However, the Ministry of Foreign Affairs may decide to [...]

So explained Emir Abrashi from Democracy Plus, who also said that the charge d'afroar, regardless of whether they hold the ambassador's rank, are not accredited to the head of state, so the ambassador's withdrawal is considered to be lower representation at the level of the Labour Court.

“The extraordinary and powerful ambassadors after the delivery of the Credencial Letters represent the head of State to the head of the host state, while the Charger with Work, regardless of whether they hold the ambassador's rank, are not accredited to the head of State, so the ambassador's withdrawal is considered to be lower representation at the level of the Work Load. Workloaders are later deprived of expectations organised by the head of the host state, and can participate only in the foreign affairs ministry of the host state”, Abrashi explained.

However, do various countries have strict rules and conditions for appointing new ambassadors from Kosovo, Abrashi said: “Each country has different conditions and regulations, not only for the accession of ambassadors from Kosovo, but from anywhere they are. The United States adheres to the rules of the Vienna Convention on Diplomatic Relations in 1961 for dealing with diplomats' requests for accreditation. However, each state has different specifications, and the duration of replacing these ambassadors can be different from state to”.

Abrashi also stressed that it is in the discretion of the host state to reject a certain candidate, thus unable to take office.

“Refusing may not always be explosive. The host state may decide not to return any answers to a certain candidate, and this is considered a refusal to do so in Silence”, he said.

But, according to him, the problem that Kosovo can face in this period is also the situation with the pandemic.

“The countries may have very strict rules as far as new diplomats accept. The concrete case is Australia, where our embassy in Canberra has no diplomas other than ambassador. After the ambassador's departure, there will be no other diplomat who could be appointed by work, sending someone else temporarily can be problematic”, Abrashi said.

He said that following the dismissal of these ambassadors, the Ministry of Foreign Affairs and Diaspores should start procedures for selecting new ambassadors of the Republic of Kosovo in all of these countries in which Kosovo has remained without extraordinary and powerful ambassadors.

“In consultation with the Office of the Prime Minister, the Ministry of Foreign Affairs and Diaspore proposes to the Parliament's Foreign Affairs Commission, the candidate/ten, which/a is later interviewed by the Commission at a closed-door meeting. The Foreign Affairs Commission then drafts a report by which it proposes to the President the decree or not to candidate/a. However, the Foreign Affairs Commission report is consultative, and the president may decide differently from the Commission's recommendation. After taking the decree by the president, the Ministry of Foreign Affairs and Diaspore begins procedures with the minister of counterparts to first get consent for the person in question, and then for his/her accreditation as the extraordinary and almighty ambassador of the Republic of Kosovo. This procedure, however, can take several months, and it's not a matter of days or weeks”.

Abrashi further said she takes into account the very complex procedure of sending new ambassadors, the Ministry of Foreign Affairs and Diaspore, has shown haste with the release of 13 political ambassadors simultaneously.

“This has had to be done with a concrete action plan, which would have to be well-edited and well-considered, and which would not allow the creation of gaps in the bilateral relations of the Republic of Kosovo with all those” countries.

Abrashi indicated that the Republic of Kosovo already lacks ambassadors in 18 countries (out of 32 The embassy's total share of Kosovo, including leading world diplomacy centres such as Washington, Brussels, London, Berlin, Paris, Tokyo, Abu Dhabi and Doha, as well as in all countries in the region.

“Ven to stress that our embassy in London is without an ambassador for three years now, and that undoubtedly puts Kosovo in an awkward position in its relations with the United Kingdom. Such situations should be avoided at any cost in replacing ambassadors”, he said.

But as Abrashi estimates, the Ministry of Foreign Affairs has initially had to replace ambassadors who have been absent for some time, such as Washington, London, Brussels and Tokyo.

The “E, later, to start the process of returning politically appointed ambassadors, starting in the first phase with the replacement of those who have fulfilled the four-year mandate, to follow through in the second phase to those who have not fulfilled the four-year mandate, but who have not shown any good performance in carrying out tasks, to continue at the end with those who are politically appointed, but who, despite performance, may not be in line with the goals of the new Government<1) said among other tasks, among other things, Emir Amir Democracy Plus.

By contrast, Kosovo President Vjosa Osmani-Sadriu has approved on May 19th the Kosovo Government's proposal for the release of 13 appointed political ambassadors to various countries.

The Ministry of Foreign Affairs and Diaspora has confirmed that it is about the departure of 13 ambassadors.

They are the Bequaj-German Nait Hasani Albania, Arber Vladhiu Cheki, Freedom Grecevci Holland, Shpend Calaba Hungary, Gezim Kasapolli Croatia, Avni Kasporiu Slovenia, Gjergj Dedaj Northern Macedonia, Hajdin Abazi Australia, Ylber Hysa Hysa Mal, Avni Arifi the United Arab Emirates, Amir Ahmet Qatar and Ambassador to France, Qashi.

The country's prime minister, Albin Kurti, has been declared about the departure of political ambassadors, saying the foreign service was overloaded with political diplomats, exceeding the previous legal quota.

Kurti, in a post on the social network Facebook, writes that this is the right step towards turning legitimacy into this dictatorship, while he said that soon the procedures for sending diplomats to diplomatic missions will be initiated, with the most obvious number making up career diplomats.

Minister of Foreign Affairs and Diaspore (MPJD) Donika Grovalla has said the dismissal of politically appointed ambassadors is only a step towards reforms they will take in diplomatic service, the telegraph writes.

Gervalla said they will continue with other decisions regarding diplomatic service, as he announced that the selection of new ambassadors will take place the following weeks.

“in the following weeks will become the selection of new ambassadors, and reform will continue. Reform is delayed, this is seriously preparing”, she said.
