The Kosovar Insurance Bureau (BKS) is making efforts to enter into force by 1 June, the agreement with Montenegro, for mutual recognition of police for auto insurance. In an interview for Online Economy, BKS Director Sami Mazrek says the Government should issue a new guide for the census [...]
In an interview for Online Economy, BKS Director Sami Mazrek says the Government should issue a new road registration guide, which would also help in the process of making Kosovo part of the Green Card.
As a result of the pandemic, Mazreku said, they have 47% less income.
If we talk for 2020 about the Kosovar Insurance Bureau Pandemia has led fellow countrymen not to come to Kosovo, which means that we have minus 65% less in the number of polys sold while we have about minus 47% less incomes. What's following us this year is increasing the number of damages. Even though we have restrictive measures, we have huge growth in accidents. Over 80% of every category if we talk about insurance damage”, Mazreku added.
Among other things, Mazrek said they are in discussions with Montenegro so that citizens of the two countries can move freely without having to pay for the vehicle's insurance policy.
He says he is making efforts for the deal to be completed as soon as possible and to take effect by June 1st of this year.
“Since March 1st, I have resumed discussing with Montenegro. For such a short time, it can confirm that we have reached technical discussions involving a guarantor fund in the modalities of the agreement. What we're doing recently is the internal discussion within the Bureau's organs. I believe very soon we will make a decision on sharing a fund with Montenegro, which guarantees real time to pay damages through both countries. After we overcome these technical discussions what's left of us is the appointment of a signing date of the agreement and what I've asked for knowing now that summer seasons are already under way by June 1st. This is good news for citizens because during summer we don't need to wait and pay a border insurance. What we've discussed is also the mutual recognition of security officers, which means Montenegro in Kosovo entered with green cards. While we from Kosovo will travel with the same insurance we travel to Macedonia”, he said.
The large number of unregistered cars is just one of the problems Kosovo must solve before the application for membership is made to the Council of the European Bureau that provides Green Carton.
Mazrekut says the government is seen as partner to settle this issue. However, Kosovo can start this process only within institutions by making the solution to internal problems, but not to apply, as with the agreement signed in Washington on 4 September, Kosovo has agreed to impose one-year mortorium on the application for membership in international organisations.
Our main “Pokus in relation to the government will be on the issue of a problem that the insurance industry is losing millions of euros each year, as well as the high number of unregistered cars. Our report with the government is to extract a new road registration guide where with this instruction the old” lists will first be cleaned.
On the other hand, Mazreku says they are co-operating with the Central Bank to equip the Kosovo Police with cameras.
Also, Mazreku says they have submitted a proposal to the Ministry of Infrastructure that cars be set an expiration date on glass so that it is easier to identify police if the vehicle is registered or not.
We are discussing that the Bureau for the first time in co-operation with the Central Bank invest in Kosovo Police with technological equipment, where I have proposed that Pristina be a project pilot to deploy several cameras. Kosovo does not have stickers for glass and alternative form for a car during the year to distinguish whether it is recorded or unregistered. We've proposed the Ministry of Infrastructure that the same as Montenegro and our other car states during the census set an expiration date on glass because police are easier to identify. As the Bureau, we are going with other modalities after Montenegro what we can do additionally, given that Kosovo has a green card barrier because it is not part of the UN to see alternative forms to do as far as green cards are concerned, and that the government sees partners in this process”, Mazrek added.
Mazrkeu said that if a fellow countryman receives a 15-euro policy for two weeks the payments amount to 1.2m euros.
The payment for exiles is the same as the fees approved by the Central Bank. Prices are too small. If a fellow countryman receives a 15-euro policy for two weeks, the payments amount to 1.2m euros, which would mean that person the damage he could cause in Kosovo to 1.2m euros is covered in politics. The tariffs do not change whenever we wish, whenever there are changes proposed at the Central Bank and the Central Bank approves. Currently, they continue to be paid at the” border, he said.
