In the Document Congress Budget Justification For 2022, published by the MCCA, it is said that through the development of the gas sector and renewable resources, it will try to facilitate Kosovars' support in coal.
“The MCC and Government completed studies in 2020 to assess three proposed projects: the development of Kosovo's natural gas sector, the creation of energy reserves for balancing the energy system, and improved distribution of electricity. After reviewing the results of the studies, the Government sought to move forward with the development of the gas sector and the creation of energy reserves with the aim of facilitating the integration of renewable resources, facilitating Kosovo's dependence on coal and achieving the defuelisation goals”, the document said.

They have seen these projects as a form for Kosovo's economic development, the budgetary reasoning document says. Implementation of MCCA projects comes as a result of the normalisation agreement between Kosovo and Serbia.
The Millennium Challenge Corporation has said it hopes it will co-operate with the new government. However, scepticism towards a co-operation between the two sides could increase after Prime Minister Albin Kurti said he would implement the Washington Agreement.
I don't think it's meant to be implemented, there are some positive elements, so we should see how a bunch of points, and not an agreement gets or leaves”, he stated.
