The visara was found guilty of false statements and illegal influence over the scandal that erupted in Peru, where many ministers and senior public officials received Sinopharm's vaccine, even though they were still not accessible to local residents.

Among other persons penalised by the scandal were former Health Minister Pilar Mazatti and former Foreign Minister Elizabeth Aste.

All these ministers took the vaccine and then resigned when the scandal erupted. However, they denied to have used the post to access vaccines prematurely.

Former President Vizcarra stated in February that he and his wife had received the first dose of vaccine in October as part of volunteers testing Sinopharm vaccines in Peru, a testimony denied by the university.
