Some examples from other countries
With the first doses of vaccines against COVID-19 from the Republic of Kosovo and pending the achievement of second doses, Democracy Plus (D+), has published the report with recommendations about the administration and distribution of vaccines in the Republic of Kosovo.
This is done by taking the best practice of distributing these vaccines from different countries like: Luxembourg, Lithuania, France, Greece, Albania and northern Macedonia. This is aimed at providing recommendations for public institutions about the distribution of vaccines, more specifically the Government of the Republic of Kosovo and the Health Ministry. In this context, D+ lists these recommendations for the Government of the Republic of Kosovo and the Ministry of Health:
- Vaccination of a category that is a priority should not be carried out with two doses immediately, when the number of provided doses is insufficient to vaccinate another category which is also a priority, for example: residents of elders' homes, elderly people, chronically ill persons, etc., should be vaccinated by one dose in the first phase;
- This vaccination phase includes groups that have daily contact with citizens as they are;
- The ambulance drivers and other means for carrying medical equipment;
- Ararchers/the capitals which have high attendance from citizens;
- Bus drivers and train drivers, contractors, and taxi drivers;
- Teachers;
- Firefighters;
- Traffic police;
- Pharmacies and labs workers;
- The essential staff in administration offering direct services to citizens;
- Before the vaccine, people are tested by rapid (swift) test to determine whether the person has passed the virus the last two months, and if proven, then the same person will be vaccinated in the second or third phase depending on some specifics as the last time of COVID-19, if the person is old, chronically ill, etc.
- The Ministry of Health should use the call method of people from the Medical Centers, since using online methods is difficult for older people.
- The National Institute of Public Health (IKSHP) must regularly publish data on the number of vaccinated persons, according to categories, and put them on the website. The latter needs to be fulfilled with data on the process, including how many people will be evolved, who and where, so that citizens will have a general picture of how the process is progressing.
