He has said that this document is important for three areas.
“First, the relationship between the European Union and Kosovo -- so essentially, this is the first document that is legally binding, and is binding on both sides in its implementation. But it is also important political document, because it creates several troops designated as the Stabilisation and Association Council”, Szunyog has stated, Kosovo reports.
The second part, which is also important, is that the Stabilisation Agreement. -Asciation is the first step towards European integration, so it equates Kosovo's position with other countries in the region. Still, the stabilisation-association process is the first step, followed by state candidacy, then negotiations for accession, as well as eventually accession. I believe that's the second important point:
“Now, third, the Stabilisation and Association Agreement is a highly practical document, in the sense that it offers a guide for Kosovo to approach legislation, but also standards rules, with European standards and standards, so called Acquis. So, if fully implemented and well-being, it can actually serve to improve the quality of the environment for business, social life, social protection, or in all areas of public life in Kosovo”.
“As far as implementation is concerned, five years is a very long time, and we realize that sometimes literal implementation can even be hampered by complex political developments, the government crisis, elections, and so on. But if we speak generally, we are not fully satisfied with its implementation”.
He has stressed that its implementation remains unbalannized, and these, according to him, are highlighted in the Progress Report.
“> In the Progress Report, one can see that often the assessment of Kosovo is “at the early phase”, or “there is no progress at all”, in some cases, there is also good progress with the adoption of laws, but the specific challenge is actually implementing them. So until we mark our fifth anniversary, I'm convinced, as well as I hope, that the following year, even after two years, we can talk not only about adopting the laws but also about their practical implementation”.
