What are the Non-Papers, the texts that put Kosovars to sleep for a month?

Two “Non-Papera” for a month have changed Kosovo's constitution, borders and destiny. One said to have been prepared by government cabinets in Slovenia and Hungary, and the other by diplomats in France and Germany. In the first Non-Parper, Kosovo lost independence and part of the territory [in Serb majority municipalities] and joined the Republic of Albania as a final solution to all frozen conflicts in the region.
In the second Non-Parper, which seems less ambitious, Serbia's appetite for devouring Kosovo with independence, sovereignty and part territory with nothing in return, not even recognition [but simply respect, which can practically mean halting the knowledge campaign].

These no-papera are usually published to test the availability of proposals or to draft contracts between the parties involved, in this case between Kosovo and Serbia.
