Ombudsman holds state responsible for killing his wife by former man in Emshire

The ombudsman has come out with a report concerning the murder and suicide that took place on March 14th in the Emshire neighbourhood in Pristina. According to this report, responsible authorities had not deemed the risk sufficiently, despite the fact that the victim had declared it, that there had been lack of co-ordination of actions among responsible authorities, defenders [...] had not been announced.

The ombudsman, in accordance with his constitutional and legal mandate, has forwarded the responsible authorities to the ex officio No. 150/2021 dealing with assessing the obligations of state bodies to protect the lives of citizens from domestic violence. The report deals with actions and non-actions of the state in terms of life rights, in connection with the murder and suicide that took place on March 14, 2021, in the Emshire district of Pristina, in which case a man shot his wife and then committed suicide. The report analyses implementation of constitutional provisions, international human rights instruments, laws, policies and strategies against domestic violence.
