Kaco said “non-pappers” are continuing to cause damage to the image of the European Union.
The Non-Papers War continues... causing significant damage to the collective image of the EU, and thus the leverage. Chui bonds?

Some definitions of the process leading to the agreement between Kosovo and Serbia are summed up in a “non-paper” that was published yesterday. The letter was said to be the German-French initiative, which German Ambassador to Kosovo Jorn Rohde denied.
The so-called “non paper<x2-German> published by Koha Ditore is false news. There may be documents, but it's certainly not French-German. We fully support the dialogue led by the EU and Miroslav Lajcak, as Germany's Foreign Minister Maas again stressed last Thursday in Pristina”, Rohde wrote on Twitter.
The letter cites the recognition of Kosovo from Serbia and that the two states must agree to establish a <x0-economic autonomous version of northern Kosovo”, with self-government competencies.
