According to research. Kosovo Institute for Justice (IKD) on subject “Kosovo: The policy of prosecution and trial in homicide cases” lack of professionalism, not adequate care for evidence, and the shortcomings in the indictment are some of the problems that are affecting the case of this nature.
Based on Police Data Kosovo, from 2000 to January 2021, has taken place a total of 1,406 murders, 961 of which are known to the author, while 445 murders are incomplete. According to these data, about every third homicide since 2000 Kosovo is not white.
Kosovar Institute for Justice on the side of the “Murder Treatment Report in Kosovo: The policy of prosecution and trial in cases of murder” has recommended that special departments be established in both the prosecution but also in court for dealing with murder subjects.
The author of this research, Justina Frokaj, said the largest number of homicides were accepted by Kosovo Police and Prosecutorate in 2013, while those two institutions at least matter of this nature accepted in 2019.
“As far as cases from the Kosovo Police between 2013 and 2020, the year in which police had accepted the most cases of murder was 2013, during the next year, police have accepted a total of 23 cases in 2019, and in most of these cases, submitted criminal charges, but year after year we have recorded that there have been cases remaining in the Kosovo Police Department. As for this period that we have implemented this report from 2013 to 2020, the largest number of cases remaining under investigation at the end of the year is 2018 with a total of 7 cases left under investigation. The State Attorney from 2013 to 2019 had a minimum of 826 job homicides, while most of this substance was available in 2017, approximately 147 matter. As for accepting new materials, they were mostly accepted in 2013 at least in 2019. According to this report, Kosovo courts on murder cases were mostly loaded in 2018.
“Judiciary Council Kosovo has been found since 2013 until 2019 with murder cases mostly being loaded in 2018, while at least they had jobs in 2019.
