In an interview for Online Economy, Ibrahimi said the mayors of several municipalities have opposed these measures, due to economic causes, but also due to the lack of inspection staff.
And at the last meeting as the Council of Speakers, which we have had with Minister Vitita, it was a pledge that any decision before any new measures be made to have comprehensive and literal consultation with municipalities. Because implementation of the measures is done at the local level, not at the central level. This has been a joint conclusion, but it happened that the process or pledges of bilateral co-operation will be hurt by this little process and the mayors have demanded that there be real consultation always before the implementation of the measures. In no case were the municipalities, but neither the mayors nor municipal directors have been if they did not implement or oppose the implementation of the” measures, Ibrahim said.
Kosovo's government approved new measures Monday to prevent the spread of Coronavirus.
These measures, for the next two weeks, stop the circulation of citizens from 10: 00 a.m. to 05 a.m., except in emergencies. Also, between April 7 and 18, gastronomial services are obliged to suspend their activity.
A few days ago, Minister Arben Vitita's Association at the request of Minister Arben Vitita organised the meeting of the Council of Speakers, in which the meeting was discussed about the distribution of vaccines, about preparing municipalities for the vaccine process, but also one of the topics was the issue with the Individual-19 pandemic. At that meeting there was a joint conclusion means both the central and the local level that needs a stricter monitoring of the implementation of the measures, and we agreed to have further consultations on this process”.
The leaders have requested additional inspection staff, as municipalities are in a disarray of staff to inspect the respect of the measures. Even then we have had another meeting to discuss new measures by some of the mayors, where these mayors have not supported these new measures”, he stated.
The municipalities have had a drastic decline in revenues, and capital investments have not been realised. Ibrahim calls decision making these measures a danger to municipalities and the economy in general.
The main <x0); Arsie has to do with economic development, and in particular local economic development, and the impact of these measures on private municipal revenues. It should be seen that during 2020, the municipalities have experienced a drastic decline in their own revenues, and therefore capital investments in municipalities cannot be realised, but will come to pass in the future so the main reason was the economy, and the farmers' case”, he concluded.
