Kosovo's government made decision on new anti-Condavit measures 19.

Health Minister Arben Vitita has announced that public and private institutions of all educational levels continue teaching according to relevant guidelines for the education sector.

Under that decision from Monday 19 April, gastronomy gastronomies and hotel resorts reopen.

The curfew will be between 10:30 and 05 a.m.

The government of the Republic of Kosovo, led by Prime Minister Albin Kurti, has held its regular meeting, the seventh in a row, in which it has made a decision to adopt general and separate measures for control, prevention and fighting of COVID19 pandemic throughout the territory of the Republic of Kosovo, and has adopted some decisions from the areas of its constitutional and legal responsibilities.

The first decision to gain approval at today's Government Meeting was for general and special measures for control, prevention and combating the COVID-19 pandemic.

The decision adopted at today's Kosovo Government meeting included the following measures:

1. This decision applies throughout the territory of the Republic of Kosovo.

2. Foreign citizen entering the Republic of Kosovo, including those with temporary or permanent permission in Kosovo, coming from high risk countries according to the ECDC official list, must have test RT- Negative PCR for COVID-19 made in the last 72 hours, based on the principle of reciprocity.

3. Exceptions from point 2 do:

3.1. Whether the foreign citizen enters Kosovo via airport or via land border points and leaves Kosovo within three hours through airport or land border points, provided at the outset he signs the declaration that he will release Kosovo within 3 hours;

3.2. Foreign citizen working as a professional transporter, provided they respect the protocol for international transport for protection from David-19;

3.3. Foreign citizen passing through Kosovo through organised transportation by bus or regular international line, transit, provided the declaration is signed that he will leave Kosovo territory within 5 hours;

3.4. Foreign diplomats accredited in Kosovo as well as their family members.

3.5. The person who has evidence of taking the vaccine against COVID-19.

4. In public and private institutions and in other subjects, only essential staff should be put to work. The essential staff is considered workers whose physical presence at work is necessary for performing tasks.

5. The relevant responsibilities in public and private institutions and in other subjects are occupied, so that in collaboration with workers, they can define the essential staff.

6. Public and private employers are instructed to create conditions for performing housework tasks for workers who are not essential staff for the employers' needs.

7. All pregnant workers should be set free from their obligation to present themselves at work, enabling them to work at home.

8. Public and private institutions and other subjects are occupied with hand and face-to-face disinfectants at accessible locations at the entrance to the object and at the interior environments.

9. Public and private institutions and other subjects are occupied so that, at the entrance of each object, they can set visible signs of the rules of conduct for protection from Covid-19 (including the sign of stopping access to objects without masks, observing distance).

10. The responsibilities of public and private institutions and other subjects are occupied to perform disinfectation and airs of closed spaces.

11. The mask kiss covering your nose and your mouth is mandatory, in all cases except:
11.1. During driving alone or with close family members;
11.2. In running and cycling;
11,3 During walks outside residential areas and not in groups of more than 4 of the same family.

Twelve. Citizen circulation is limited from 10:30 to 05 a.m., except:
12.1. Emergency nature cases (to seek medical help, drug purchases, care, or medical assistance, to avoid injury or to avoid injury.
12.2. Rounds for health, security personnel, and operators performing jobs and public services.
12.3. Economic operators ensuring the functioning of the supply chain (including transport of goods/services), but provided they are equipped with special permits from the system The Kosovo Tax Administration's FDI.

13. Employers are permitted to ensure that their workers who submit to restrictions from 12 points have enough time to travel from and to their homes.

14. Public and private institutions of all educational levels continue to teach according to relevant guidelines for the education sector.

15. A student in a room is allowed to work according to order.

16. All public and private institutions of all educational levels were denied organization of extra-school activities, such as field trips, group walks, different school staff parties, or students.

17. The Ministry of Finance, Labour and Transfers is instructed to free all beneficiaries of social and pension schemes managed by MPT from regular performance at relevant offices for ID purposes as required by relevant laws.

18. All high-risk infection distribution gatherings are prohibited, with more than 30 persons (gathering, seminars, training). Despite the number of people, keeping waiting for comfort/main sound and organizing weddings is prohibited.

Nineteen. Exception from point 18, they hold Kosovo Assembly meetings, government meetings, or meetings of particular public interest, which are allowed regardless of the number of persons.

20. Funerals are allowed only by family participation, no more than 30 persons.

21. Commercial mall activity is allowed according to their guides.

22. All operators who for economic activities have majority and minority trade to determine the maximum number of customers at the locals at the same time according to rule 1 person per 8 m2. These operators are forced to mark the maximum number of customers allowed simultaneously at the outset. The area is counted for the area where customers are allowed to stay.

23. The individual responsible of the public or private institution and economic operators is obliged to stop alignment or rally in and out of the working/business environment, unless they maintain physical distance of at least two metres from other groups of people.

24. Gastronomial services are allowed to carry out their activities in line with the relevant guide. As many as 40 customers per 100m2 (4 person for 10 m2). The area is counted for food and drink areas.

25. The environment should be configured so that customers sitting on different tables can be separated by meeting distances of at least 1 meter between chairs/Lules.

26. Customers should sit at any time in any environment of the economic operator in which food or drink service is permitted except:
26.1. During the entrance or exit of the economic operator's environment;
26.2. While paying order;
26.3. During going or going back to the bathroom;
26.4. When necessary for health and security purposes.

27. If an area in the external environment where food and drink are served is covered by a roof, tent, or other static element, at least two entire parts of the entire area should be open to the outside and should not be blocked considerably by any walls or other impervious physical obstacles.

28. If the outside area where food and drink are served is equipped with a mobile roof and the roof pulls away, the roof and at least one full side of the food area in the wild must remain open.

31. Public markets of automobiles, animals, and birds are allowed to operate up to 40 percent of their capacity.

32. The slaughter of animals is permitted only in the authorized environments for this purpose.

33. Public transportation is allowed to work using up to 50 percent of its capacity and according to their guide.

34. Taxis are allowed to work with 1 traveler in the back or 3 on the back if they are members of the same family.

35. Depending institutions of the Ministry of Culture, Youth and Sports and municipalities (such as theatres, libraries, philharmonics, galleries, assemblies, ballet, cinemas, youth centres, museums, culture centres with groups and similar ones) are allowed to work using 30 percent of the space/size of relevant objects for all activities (both in performances and exercise).

36. Sports activities without public presence are allowed, which should be implemented in line with local and international sports protocols.

37. The exploitation of finals, gyms, and similar activities for individual recreative activities is allowed according to the relevant guide.

38. Exploitation of finance, gyms and similars is done in proportion to 1 client at 8m2.

39. Where it is possible in financial/Palester software to determine the maximum number of customers who can access financial space.

Forty. It is insisted that the executive/Palestra person have special care on the site of the visit of customers, which is estimated by five o'clock to observe the distance set out on the guide.

41. Establishing information marks and disinfectors (or other cleaning tools) on each master's device with the purpose of their awareness and disinfectation by each customer after use is permitted.

Forty-two. The Ministry of Health is committed to extracting temporary, general and special guides for the prevention and fighting of COVID-19, as follows:
42.1. Acting guide for the application of general measures for the prevention and fighting of Covid-19;
42.2. Acting guidelines for the personal services sector and businesses, industry, public administration and NGOs;

42.3. Acting guide for educational institutions of all levels;
Forty-four. Acting guide for gastronom, hotel, retail sector and shopping malls;
42.5. Early guides to religious gatherings, funerals, workshops, and cultural activities;
42.6. Early guide for fines, gyms and other recreation and sports;
42.7. Early public transport guide;
42.8. Early guidelines for health care institutions;
42.9. Acting civil aviation guide;
42.10. Acting guidelines for corrective institutions, asylum centres and foreign maintenance.

43. Guides from points 42 are mandatory for all persons and sectors to which they apply.

44. The Ministry of Health is engaged in explaining the points of this decision in the event of need.

45. The Minister of Health is engaged, AUVK and Kosovo Police, in co-operation with municipal emergency headquarters, to oversee the implementation of this decision and hand over the weekly report to the Prime Minister's Office (every Friday until I6:00 hours).

46. The Ministry of Health, KSKKKK and IKKPK are subjected to the Office of Prime Minister the weekly report (every Friday until 1600) for implementation of the measures, the state of health institutions, the epidemiological situation, as well as predictions for the next two weeks.

47. The Ministry of Health is occupied that, based on Law No. 07/ L-006 for the Prevention and Combating of Covised Pandemia-19, on the territory of the Republic of Kosovo to issue operational decisions depending on the epidemiological situation and IKSPA recommendations.

48. Kosovo Police and Inspectors responsible for overseeing the implementation of measures, other decisions and relevant guidelines in implementing Law No. 07/ L-006 for the Prevention and Combating of Pandemia on the territory of the Republic of Kosovo.

49. For violators of the masses, competent organs are obliged to pronounce penal measures according to Law No. 07/ L-006 for the Prevention and Combat of Pandemia Covid-19 on the territory of the Republic of Kosovo and other laws in force.

50. The only authority that can interpret this decision is the Ministry of Health, so any other institution can provide clarifications to the respective categories for which this decision is applied, only after the health ministry's adoption of that clarification.

51. Powered by Government No. 0105 date05.04.2021.

52. The decision goes into effect on the day of publication in the Official Journal of the Republic of Kosovo and is worth up to another decision.

The measures taken under this decision are based on the reason:

Reference to the latest report by the National Institute of Public Health from March 13, 2020 to April 16, 2021, the number of confirmed cases with COVID-19 is: positive: 101,153

Death: 2,061

In such a state of public health violation, measures are necessary for contreaux, preventing and combating the COVID-19 pandemic under recommendations from IKKPK and experts. By carefully conveying the epidemiological situation, with particular attention the number of new infections, death cases, infrastructure capacities, and human resources in health, the Government assigns measures that one time are aimed at preventing and controlling the spread of infection and minimising damage to the economy.

The Health Ministry has co-ordinated decision-making with the parties of the Interes, which have been directly or indirectly influenced by the pandemic. The government notes that these sides have exercised their right to democratic influence in decision-making, in accordance with Article 45.3 of the Constitution.

Taking measures has been made with the importance of three objectives:
Prevention of spreading disease and failure of hospital capacities;
) As far as possible, the failure of economic activities, but having prioritizing the preservation of life and population health;
- Saving the mental and physical health of citizens.

Measures set in this decision as well as deadlines serve to keep the epidemiological situation under control. The change of the epidemiological situation does not rule out new decisions and measures that are consistent with the new situation.

Consequently, on the basis of recommendations provided by the IKKPK, the ministries of the line, the parties of the Intellreés and relevant experts were placed as in the device of this decision.

The government cabinet has also approved the decision to authorise the Ministry of Health for fulfilling ʹthe change of Administrative Guide (Headage) No. 012015 Marketing Authorisation for Medical Products by avoiding procedures that are defined in order. 09-2011 Government of the Republic of Kosovo's work and rule number 13/2013 for the Government Legal Service. Adoption of this proposal would pave the way for negotiating information products with various international producers.

During this meeting, the government cabinet has reviewed and adopted Project Administrative Guidance for Change and Meeting the No. 03,2016 Administrative Guide for special measures for registering joint real estate in the name of both mates. The purpose of this administrative instruction is to change Article 9 of basic administrative instruction NR. 03,2016 for stimulating joint real estate registration on behalf of both spouses, in public records, as a affirmative measure, promoting gender equality. In this sense administrative direction NR. 03,2016 will continue the implementation deadline for 2021.

The government cabinet has adopted today the decision by which the Government of the Republic of Kosovo will be confirmed for further proceedings for review in the Republic of Kosovo's Parliament of several Government decisions.

At this meeting, the government cabinet has approved the decision to change and fulfill Government decision no. 0169 of March 15, 2021, with a change of point 1 of decision. 0169, March 15, 2021, so naming “For Guardians”, replaced by label: “For the Kosovo Correcting Service personnel”.
