Our country went through a complicated political and social route over the past two years. We entered the 2019 elections because of the prime minister's resignation. And in 2020, after long negotiations on the establishment of the ruling coalition, the partnership did not last even two months. At the top of the country came a Government, which unfortunately was declared unconstitutional by our Constitutional Court. And the place went back to choice.

In spite of that, our Republic set out the greedy standards of democracy by meaning honesty and the success of free elections. The European Union, the United States and all states that helped Kosovo during the liberation process, and then statehood, praised and appreciated our election process.

The essence of democracy consists of the need to establish institutions on the principle of legitimacy and expression of citizens' will in the elections. Kosovo passed the first two steps of this process with caution and effectiveness. Even the V's Legislantics III also established the new Kosovo government 9 days after the certificate of election results by the CEC.

But this time, because of the established political circumstances, the constitutional deadlines for electing the president coincide as never before with the election of Legislatula and Government. So far only the Parliamentary Group of Movement V SEVENTION! has introduced two nominated candidates in the Republic of Kosovo Assembly for President: Mrs. Vjosa Osmani and Mr. Nasuf Bata.

Our constitution on its Article 86.2 says that: “The election of the president of the Republic of Kosovo should take place no later than 30 days before the end of the current president's mandate”. Since the current mandate of the president's position is finally consumed on May 5, 2021, I consider the last date in which the Republic Assembly would have to begin the new president's process is 5 April this year.

Today I have met Prime Minister Albin Kurti and Kosovo Presidential candidate Mrs. Vjosa Osmani. I've discussed with them the importance of completing this third phase of creating our institutions. Unable to elect the new president within constitutional terms leads our country to new elections. Nobody wants Kosovo to enter new elections, creating constitutional uncertainty and wasting much time. The Republic of Kosovo needs political and institutional stability and democratic governance based on the citizens' electoral will.

To create a necessary atmosphere of trust before we enter this process, they promised me and guaranteed that everything about the law on elections will be part of a future dialogue process between majority and opposition and that we will do it together and complete electoral reform. So, after the clear will expressed last night by the opposition with their vote in the Kosovo Assembly, there is nothing left but to make sure that the majority of the Parliament ensures that it does no action without consulting the opposition in this respect, while the opposition, who will not boycott the president's election process, with the aim of avoiding repeated elections.
