Draghi also announced that restrictions on internal travel would be somewhat eased in the coming weeks.
The infection rate has steadily declined, but it is still quite high.
Health Minister Roberto Spranza said on Friday that more detailed plans are under way to address other reopenings, such as pools, gyms and fairs.
