All government decisions at today's meeting

The government of the Republic of Kosovo, led by Prime Minister Albin Kurti, has held the third consecutive meeting in which it has reviewed and approved the Government's Commission Finance Funding System Rating and three other decisions from the areas of constitutional and legal responsibilities. The report presents the grant Commission's assessment of the compatibility of the municipal-level financing system during 2020. The results of the assessment and challenges identified by the Commission are presented, and recommendations are provided for further improvement in the current municipal funding system. These estimates are based on the principles of the Law on the Finances of Local Power and in accordance with the Law of Local Self-government.

The grants commission has approved grants for municipal financing during 2020 as follows:

A total of 193.3m euros;

The specific grant for pre-school education in the amount of 205.5m euros;

The specific grant for primary health in the amount of 61.7m euros;

) The financing for secondary health amounting to 2.6m euros;

The financing for residential services amounting to 2.04m euros;

) Financing for Prizren's historic centre, Zym village cultural centre and the Great Hocha Council in the amount of 69,048 euros;

The extra grant to fund the capital in the amount of 11.77m euros;

) Financing for the endangered environmental zone of Obilici in the amount of 4.2m euros;

) municipal self-income projecting in the amount of 83.1m euros.

The financing approved by the grants commission for the municipal level for 2020 was in the amount of 579.76m euros. The decision on approval of the Report is binding on the Ministry of Finance, Labour and Transfers, as well as the ministries of the line to implement the recommendations coming out of this report.

At today's meeting, the Government of Kosovo has also approved a separate decision to approve the Mitrovica Community Budget after its 2021 budget approval by the Mitrovica Municipal Assembly on the date 04.02.2021. The decision, along with budgetary signs, will also be prosecuted in the Assembly of the Republic of Kosovo.

Under the responsibilities for implementing sector strategies of the Ministry of Internal Affairs, Interior Minister Jedal Svechla has been appointed National Co-ordinator for preventing violent extremism and fighting terrorism. On this task, Mr. Svechla will perform the following tasks:

The coordinates, co-ordination, monitoring and reporting of policy implementation, activities and actions related to the issues of fighting terrorism and violent extremism;

The prime minister's advice about issues involving fighting terrorism, and violent extremism and radicalism;

It coordinates the activities of all relevant institutions in the issues of combating terrorism and anti-violent extremism measures;

It co-ordinates, monitors and monitors the implementation of strategic documents of combating terrorism and violent extremism;

) accepts information reports from relevant institutions, with the aim of preparing strategic analytical documents concerning fighting terrorism and violent extremism;

He is responsible and international and inter-initiative contact points on all issues related to terrorism and violent extremism, including co-ordination of organisations, donations and local and international projects;

Co-ordinates all reports about the responsibilities and obligations of the institutions of the Republic of Kosovo in regional and international initiatives dealing with the issue of combating terrorism and violent extremism.

The mandate of the Nacional Co-ordinator for preventing violent extremism and fighting terrorism lasts until another government decision of the Republic of Kosovo.

The government of the Republic of Kosovo, at today's meeting, has also appointed the Committee for Public Partnership-Private in this composition:

1. Iron Murati, Minister of the Ministry of Finance, Labour and Transfers, leader;

2. Roseta Hajdari, Minister of the Ministry of Industry, Trade and Trade member;

3. Lieburn Aliu, Minister of the Ministry of Environment, Space Planning and Infrastructure, member;

4. Artane Rizvanolli, Minister of the Ministry of Economy, member;

5. Elbert Krasniqi, Minister of the Ministry of Management of Local Power, member.

The Government cabinet with a separate decision has imposed sanctions on four people and a Chinese entity, involved in abuse and serious human rights violations in the Xinjiang province of the People's Republic of China, based on the European Union Council's decision of 2021/481, dated 22.03.2021.

The sanctions consist of:

1. The freezing of assets in the Republic of Kosovo for individuals and sanctioned entity;

2. Stop travel for sanctioned individuals; and

3. Stopping for persons and entities in the Republic of Kosovo to make funds available, whether directly or indirectly, for individuals and sanctioned ethnicity.

With Justice Ministry Minister Albulen Haxhiu's proposal, the decision has been adopted to allow the selection of financial expert through negotiation procedures, for drawing up expertise for the case initiated at the Arbitrazhi International Tributal by the company “Devoli”. In the argument of the decision, the minister has stressed the short deadlines of presentation before Arbitrazhi, and which do not enable us to pursue regular procurement procedures in the financial expert's selection.
