Ex-Deputate Shqipe Pantina has spoken of a scenario in which last night the completion of the Election Law would be adopted, but the president's election fails and the country goes to the polls.
It has explained the legal procedures followed when a law is amended that, in the best case, even if the completion of the Election Law was to take over the MP's amin at last night's session, it would take effect 15 days after the publication in the official newspaper (which could not be done before April 6th).
She has said that in this scenario where the Election Law was to be adopted and the president's election leading to new elections fails, then the diaspora still could not vote in embassies and consulates.
If the president's election fails April 6th, the Assembly is automatically distributed and elections are announced that should be held within 45 days. The elections should be organised by the old law. So neither the diaspora can vote at the consulate's embassy nor Albini and Albulen can't run. Then why all this film?

Suppose LVV's scenario to adopt the draft general election bill was adopted on April 2nd, and on April 6th the election of president/presidents fails and the country goes to the polls.
The law to enter into force must first be signed by Parliament Speaker Glauk signed it on April 2nd.
The law must also be signed by President Glauc immediately signed on April 2nd.
The law must be published in the official newspaper and entered into force 15 days after publication in the official newspaper- At best, the official newspaper is published on April 6 (April 5th and Monday is an official holiday). Then you have to spend 15 days to get the law into force.
