He saw one of these two fail to become a quorum for continuing procedures for electing the president.
Currently in the ballot box are 79 votes, one less than needed to make the quorum in order to proceed with selection procedures.
The president is elected after the quorum of 80 votes is made. If the first round is not solved, the same can be continued as the second round. While in the third round with 80 votes in the box, the president can be elected by 61 votes.
