Decisions made at today's Government Meeting

The government of the Republic of Kosovo, led by Prime Minister Albin Kurti, has held the 10th regular meeting, in which it has approved the medium-term spending framework for 2022-2024, a document concept, as well as other decisions from the scope of its constitutional and legal responsibilities. The first point to have been approved by the government cabinet was to regulate the Procedure for Acceptance and Treatment of Signal Cases, which is aimed at establishing rules and procedures for accession and handling signalling cases as well as the rights and responsibilities of the responsible official.
This regulation is in line with the (BE) 2019/1937 European Parliament and the Council of October 23rd 2019 on protection of persons who report EU law violations. This regulation applies to all persons in the context of the labour relationship as well as to public institutions.
The government has also approved the decision on sharing and adopting financial means for supply of drugs from an essential list worth 6,800,000,000 (six million and eight hundred thousand euros), at the Ministry of Health, under the Pharmaceutic Retail Service programme, in the category of goods and services. Tools are shared by the economic recovery programme, by the category of subsidies and transfer expenditures.
The government cabinet has also approved the Republic of Kosovo's three-month Financial Budget Report for the period 1 January-31st March 2021, which includes a review of key revenues and budgetary spending during the first quarter of 2021. During the first quarter of 2021, total admissions amounted to many 523.94m euros and represent 21% of the planned annual total accession, while compared to the realization of the preliminary quarter there is 30% growth.
Meanwhile, in terms of spending, during the quarter of 2021, the payments reached 520.25m euros and represent 20% of the annual spending plan, while compared to the realisation of the preliminary quarter, there is an increase of 121.21m euros or 30%.
At today's meeting, the Government of Kosovo has approved the State Debt Programme for 2022-2024, in which it reflects recent developments in state debt parameters, estimates the main risks associated with state debt, and determines the medium-term objectives of state debt management. The Republic of Kosovo's current state debt portfolio consists of international debt, domestic debt and state guarantees. Compared to the countries of the region, Kosovo has a relatively low level of state debt, making up 21.83 percent of BPV. The main goal of the Government of the Republic of Kosovo for state debt management is financing the budget deficit at as low cost as possible, with an acceptable level of exposure to financial risks.
Also, at today's cabinet meeting, the government has reviewed and approved the medium-term expenditure Framework for 2022-2024, which presents the main document on which the annual budget for 2022 will be drafted. The main goal of the KAS is to provide a based analysis of the country's macroeconomic environment, thus establishing the basis for budgetary planning for years to come in line with the government's strategic priorities. KAS 2022-2024 has been structured into four main parts. The first part contains the Declaration of the Medieval Priories; the second part is the Macro-fiscal Frame, and Fiscal Forecasts have been presented in the third and fourth part, which determines the overall limits of expenditures on which the Central and Municipal Budget are later prepared.
With proposals from the Ministry of Industry, Trade and Trade, the Government of Kosovo has also adopted the concept of Industrial Property Field, which aims to address industrial ownership rights in the field of patents, trade brands, industrial designs and semi-discreet topography.
At the request of the Ministry of Health, the government has made a decision on the method of direct payment in advance.
