The Commission for Finance Supervision is required to report municipalities before it

The opposition-led Public Finance Supervisor Commission has held the constitutional meeting, where former Minister Hykmete Bajrami asked all members to be as professional and as political as possible. During this meeting, MPs in the post demanded that the review of the reports of this commission be added to the reports of [the] municipalities....
During this meeting, MPs in the post demanded that the review of reports of this commission be added to the reports of large municipalities, resulting in large budgets.
Because of the situation with pandemic and political ones, Bajrami indicated that this commission last year has reviewed 24 reports.
What we propose at the next meeting is support staff to initiate the tender of a company that will do the auditing of finance.
We are a very important commission. Our commission oversees the legality of spending public money on all budgetary organisations... The less we make politics and the more professionals we are in this Commission, and the more unanimous we have decisions I believe we contribute to the spending and legitimacy of the state's finances”, she said.
The MP from the Vetevendosje Movement ranks, Eman Candman, said it would be good to start with a new practice, where even the investigation of municipal reports will take place, as municipal heads have not reported earlier on this commission.
While suggesting that until the 2020 report begins, it will continue with a review of the reports in 2019.
“Kisa proposed that we start with a new practice, where at least the review of the 10 municipal reports, which have the largest budget. We know they're also audited by the General Auditor, but it never happens to come and report here even though they have an enormous budget... ] so I proposed that 10 municipalities which have the biggest budget come and report here about those found and the problems they have”, he said.
Even MP Mirlinda Sadiku said the Pristina municipality has a large budget of 52m euros, and it would be good to be municipalities on the work plan, as she said, at least 5 of the first.
We have a Pristina municipality, which has a great budget, some 52m euros if I'm not wrong... "No matter how busy the agenda may be because of political developments, I suppose space can be found and examined, because this is where we are called to keep our money public... Therefore I fully reconcile with Emma, I believe space will be found”, she said.
And MP from the PDK ranks Fadil Nura said that if such a decision is made to include municipalities in reporting before this commission, it should be worth the same for all so that municipalities are not discriminated against.
While President Hykmete Bajrami said they are receiving this proposal, but that it was very optimistic that such a thing could be achieved.
The 120 audit reports of the audience... are 24, which were reviewed within 20 meetings held at the Public Finance Supervisory Commission. It is impossible to pretend that we have to finish all of this, meaning that there are over 96 reports that have failed to be examined by the past” legislature, she said.
Bajrami proposed that financial reports of election campaigns be considered as well, since he said the latter have not been audited since 2018.
The next meeting of this commission is scheduled to be held Wednesday.
