Chocolate: If Kurt can refuse to establish Association he deserves the support of the entire political spectrum

Under no circumstances has the 2013 agreement exceeded any framework or competence that is envisioned with the laws in force and the Constitution of the Republic of Kosovo above all”.

“As if it had passed laws in force because we have not changed any laws either for the police in order to accommodate these obligations that have emerged from the Brussels agreement. The Regional Police Commander in the North is named by the Kosovo Police Director, so for such a thing. Absolutely, it should be Serbian citizens of Kosovo, but it is elected by the Police Director of the Republic of Kosovo, and this is important”, Colak said.

We have not changed any laws or constitutions, therefore state sovereignty and our constitutional order with law in effect has never been affected by the 2013 Brussels Agreement”.

Colak stressed that the essence of the 2013 agreement on Kosovo was the deterioration of parallel security structures in the north of the country that were financed by Serbia, while the Association of Serb majority municipalities was insignificant.

“The essence of this agreement has been the formation of the Association of Serb majority municipalities that are not entirely true. The essence of this agreement for the Republic of Kosovo has been the normalisation of the situation in the country's north, more precisely the deterioration of all parallel security structures that were by then financed by Serbia, while association has been among the important points for Serbia and the Serb community. For Kosovo, however, this has been the most important point”.

If we read it carefully, we are referring only to the 2013 agreement and not to the principle agreement for implementation of the 2015 Association, but we've taken care of it ever since to make it clear that this association will be established in accordance with the status of the municipalities of the Republic of Kosovo and that point is clarified in 2013. What we have allowed at that time under the language of the 2013 Agreement is that since the municipality in the north of the country does not want to join the association of the Republic of Kosovo can make one similar but nothing more”, Colak said.

As part of the former European Integrations Minister, he said that if Prime Minister Albin Kurti may refuse to establish the Association deserves the support of the entire political spectrum.

The current government approach of Prime Minister Kurti in terms of association is very interesting. If I gave support to such an approach, it would sound cynical and I don't want to be cynical in any way. However, personally I would like his approach and his cause regarding all this process of the Brussels Agreement and dialogue in general to be implemented in practice because I think it would be in the interest of the Republic of Kosovo that Kosovo will not make any other compromise just to complete this process with mutual recognition”.

“If he [the Kurt] could refuse to establish this association just as it was meant to be supporting the entire political spectrum even from his theoretical approach it is well because we cannot pretend to change the ethnic structure in the north of the country”, Colak said.

“I hope this government will keep this very discurs in Brussels just because the association is a matter of ongoing dialogue because this is a closed issue”.
