American Secretary of State Anthony Blinken's letter maneuvering with several global crises now with a less obvious approach than the previous US administration, but that has failed to convince Daniel Serwer that he sounded the alarm that he is continuing with the pragmatism of the Trump administration.
Blinken's letter addressed constitutional changes and election law in Bosnia and Herzegovina.

Serwer complained that Blinken's letter clearly requires changes in Bosnia and Herzegovina. But he was puzzled that he could work with the current leaders there.
I'm not happy with the letter. Looks like the current leadership has been addressed. If Americans want reform, you will have to work not only with the Presidency, premieres, cantons, but also with the citizens of Bosnia and Herzegovina. They will not come to the constitutional reforms in BiH with current leaders. Dayton 2 is the code for BiH division. In the process of reform, territorial integrity and sovereignty cannot be questioned. This is an attempt to eliminate partition as Dodik's solution, secession, association with Serbia. That's when it's said there won't be Dayton 2” Serwer told Sarajevo television Face Tv.
He complained that he does not believe this Blinken letter means there will be no secession of entities.
He continued and criticised leaders in Bosnia and Herzegovina, including Bakir Izetbegovic, are not committed to liberal democratic reforms.
Serwer said it would also cause problems between Kosovo and Serbia. He said it is up to the people to decide and openly say they want to go towards Europe. At times, there must be a massive movement to achieve something, he said.
