“Handikos” Director Africa Maliqi said they will ask the Government of Kosovo that a category of persons with special needs be priorities in the vaccine against the Devid-19 virus.
On the other hand, Maliqi said that in this category, they will require people who have chronic diseases as well as those with Down Syndrome, which he says are more predisposed to the virus. And I've been saying that the disabled people have been adapted to us because we've been and we've been isolated and we've been addressing our institutions even now with the case of the vaccine to prioritize the disabled persons to some groups that may be more vulnerable to Covid”.
These people who are affected by chronic diseases, who have heart problems, breathing, with Down Syndrome these are always more predisposed to Ovid. But I base it on the fact that disabled people are always close to someone, and this endangers not only the disabled but also the circle and the family. So we need our institutions to take these priorities in order to reduce infection in disabled persons”.
He has stressed that persons with particular needs in Kosovo are discriminated against, adding that only 30% of their rights are met. He has also mentioned some of the challenges people face.
If we talk about legislation that exists in Kosovo and the legal record we can freely say that persons with disabilities are discriminated against. This is also based on the law on protection from discrimination, which emphasizes that disabled persons if they cannot obtain a service then are considered discriminated against. And if we compare Kosovo's legislation to the European one day where Kosovo one day aims to be in that family and the goals of the millennium and at the convention of the United Nations Kosovo meets only 30% written on the rights of disabled people, which means we are far from European standards and beyond. “ ... well, on December 3rd of the year that a debate has been held in the Kosovo Parliament that has been discussed on the rights of disabled persons, and all MPs have accepted the fact that very little has been done for these persons, and the next day has been adopted a resolution forcing Kosovo institutions to deal more seriously with the issue. In all areas and in particular in measuring the legal framework, including the convention of the United Nations for the rights of disabled persons, approval of the three-year plan and the announcement of 2022 as a year of disability. The challenges are many starting with education, health, social services and assistance equipment, employment, communication, access are areas that need to be intervened in so that these people can show their value”.
“Even during the election campaign, we have addressed political subjects with a letter of commitment, and they have done almost all the political subjects, and in particular, the main subjects which lead the country and we are confident that our institutions will deal much more seriously with the issue of persons with disabilities”.
Even in employment, Maliqi says that opportunities are small until it has added that the problem exists from childhood, reports EO.
“As far as employment is concerned, very little is usually afforded. There's a chain of problems here because if there's no education, since childhood, access to physical access or access to communication, then that makes employment difficult. And if these people get hired, it's going to be a release from the burden not only of families, but also of our institutions and show a culture because in other countries it's considered much different than in our country”.
