Strategically based economic development is essential for enabling measurable and sustainable economic growth. Therefore, the American Economic Oda in Kosovo asks the Government of the Republic of Kosovo to draft a strategic document as a guide document for economic development policies.
The National Economic Development Strategy should be initiated in the first quarter of the new government and should be based on an analysis of potential and economic priorities, and, among other things, would guide the private sector in making strategic decisions. The strategic document would serve to avoid ad hoc decisions or reactive approach, which has characterised institutional decision making in the past. In this way, Government, Parliament, as well as other nonpolitical and non-governmental heedars could establish control over Kosovo's economic development, establishing specific, measurable, reachable, real and related objectives.
The American Oda strongly believes that priorities as empowering rule of law, addressing issues related to human capital, strengthening ties with Diaspora, promoting domestic investment and attracting external investment, as well as addressing the physical infrastructure with an energy focus, should be actively involved in strategy, while drafting it should be developed in close consultation with representatives of the business community, experts and think tank, academic institutions, international development organisations and financial institutions, as well as representatives of trade unions.
All in the end, the American Economic Oda suggests that the strategy drafting process should be considered, but not limited to factors such as economic and demographic data, Kosovo's natural resources, powerful sides, weaknesses, opportunities, local and global threats and trends, as well as technological developments.
