“Panel estimates that the presumption of appeal in support of its claims has offered no clear and convincing evidence with alleged violations of the results and, although in the sense of Article 117 paragraph 3 of the LZP, the burden of approval falls on the complainer, in the concrete case, the panel could not perceive that there were manipulations during the vote count for this political subject, as the complainer claims, for the fact that his statements do not rely on any concrete evidence but are just claims of it, say, the Cahtzafit, Kaazit said.
