Donat Lushaku, who is a lawyer by profession and works at the Kosovo Democratic League Legal Office, says the first decision by Health Minister Arben Vitita is illegal.
According to him, the legal basis for the appointment of Naim Bardiqi at the head of the Ministry of Health Secretariat has been abolished on July 13, 2020.
Lushaku says this is evidenced by the fact that the Civil Service Law is no longer in force, but now the Law for Public Officials operates.
According to him, this is an amateur and illegal decision by Minister Vitita.

From July 13th 2020, the Law for Public Officials has entered into force. And this is an amateur decision, because with the entry of one act, another act is abolished.
