Life expectancy of the new government depends on finding compromise for president

The Vetevendosje (LVV) movement aims to elect the country's new government next week, immediately after the assembly's constitutionalisation.

Officials of this political subject told Free Europe Radio that the consolidation of institutions would become very soon.

Arlind Manjuka, said that immediately after the assembly's institution, “would proceed with the formation of government”.

The elected deputies of the Kosovo Assembly's eighth legislature will hold the constitutional session on Monday 22 March, where they are expected to choose the new chairman and chairmanship. LVV chairmanship member Arberie Nagavci has confirmed that Glauk Konjufca is their nominated mayor.

Constitution of the assembly and election of the new government may not bring institutional stability, if the assembly fails to elect the country's new president. So far, the Vetevendosje Movement, as the winner of the February 14th elections, has received no firm confirmation from either of the Albanian parties in the assembly, that they will participate in the process of voting their candidate, Vjosa Osmani, for a five-year presidential mandate.

Without the voter turnout of Albanian party deputies, the LVV has no chance of electing the president.

Osman and Kurti have sought constructiveity of political subjects through presence in all three election sessions in all three main institutions of the state.

The Democratic Party of Kosovo(PDK) and the Alliance for the Future of Kosovo (AAK) have made it clear that they will not make the quorumin required for the election of the country's new president.

But, the Democratic League of Kosovo (LDK), led by Lumir Abdixhiku, has not yet ruled out the possibility of being part of the president's vote. After Friday's meeting with LVV leader Albin Kurti and Vjosa Osmani, Abdixhiku said the decision would be made next week.

“We have agreed that after the formation of institutions, we will meet with the presidential presidency presidency and more clearly understand its position as presidential contenders against LDK, LVV, face opposition parties and in particular face its political initiative, warned. After the establishment of institutions next week, we expect an invitation from the presidential presidential contender”, Abdixhiku has said.

Albert Krasniqi, from the nongovernmental organisation Democracy Plus, told Radio Free Europe, that the country risks a new blockade if the parties do not reflect urgently.

“If political parties are not responsible for moving from their initial positions, then the blockade is inevitable and that could lead to other constitutional confusions, regarding what will happen with the end of this six-month mandate of exercise of the office of President”, Krasniqi said.

He adds that the president's theme would have to be the first issue the new assembly, which is expected to be constitutionalised on 22 March.

The “parties must avoid new elections because the blockade and constitutional uncertainty would be serious for the country's stability. On the other hand, I think the elections are not in favour of any party, including LVV, following the change of LDK leadership”, Krasniqi said.

With the election of the new chairman of the assembly, expected to take place at the constitutional session on 22 March, Kosovo will also have the new leader of the president's office.

But constitutional experts are divided over whether there will be a new chairman of the assembly, a new six-month term as the president's task adviser, or the same one should complete it on 5 May.

Former Constitutional Court member Kadri Kryeziu estimates the new chairman of the assembly will have a six-month interim mandate.

“We have an unprecedented case because the incumbent (of the president, Vjosa Osmani) is passed the mandate once confirmed as MP. To be a task officer, you must be speaker of parliament. At the moment of taking office, the speaker of parliament has the six-month mandate to exercise the office of President”, Kryeziu says.

However, with that agreement, former Constitutional Court Chairman Enver Hasani, who says the six-month term ends 5 May and has no additional mandate.

Meanwhile, in an interview we left behind in the following week, Professor Mazum Baraliu also told Radio Free Europe that “this is a controversial matter”.

However, Kadri Kryeziu expects the post-constitution assembly to elect the new government and start procedures for electing the new president.

Kadri Kryeziu and Albert Krasniqi say it would be ideal for MPs to be responsible and participate in the presidential vote, but they suspect that such a thing will happen.

Kadri Kryeziu says that “political engagement” will return to the assembly and that opposition parties will hardly overcome divisions that have roots in the past.

“I believe that other parties will block the election of Vjosa Osman, as this one during its entire career, has shown hostility towards the former president (v.j. Hashim Thaci) and representatives of all institutions. This has to do with arrogance, so I don't believe the fact that it's voted most, I will allow it to take that post lightly”, Kryeziu said.

Albert Krasniqi says all parties without exception call for the election of a consensual, non-party president, but in fact, so far, have largely elected their party leaders to this post.

“They've always moralised in situations where they haven't been defined and had no impact on electing the president. They have set high standards, but when they are in that position themselves, neither political party is respecting the standard it has persistently asked for”, Krasniqi says.

The president's position has remained with taskeering since November 5th, following Hashim Thaci's resignation from the president's post, to face charges of war crimes and crimes against humanity filed by the Specialised Prosecutor's Office of Specialised Chambers at The Hague.

The LVV is set to be candidate for president Vjosa Osmani, currently exercising this post, but for her election, at least 80 deputies should participate in the vote.

The LVV, along with non-US communities, has 78 votes in the assembly, including the ten guaranteed seats for the Serbian List, the party with which LV leader Albin Kurti has ruled out any possibility for the ruling coalition. The Serbian list has not made it clear whether to participate in the president's vote.

If the assembly fails to elect the country's new president in three rounds of voting, then the country goes to extraordinary elections.
