Democracy. com: Was there an effort to separate northern Kosovo from the Russians in 1999?
Jamie Shea: Indeed, the Russians tried to lie in June 1999 in northern Kosovo. Perhaps Jelcin was looking for something like a Republika Srpska in the north of Ibri or just a Russian military sector in order to counter the influence of NATO and the EU in the region. But the Russian operation was amateur and Hungary and Romania shut down their airspace, which prevented Jelcin from sending reinforcements. Eventually, the Russians enjoyed managing Pristina's airport, since NATO's perspective was not such a bad result. As far north today, I believe that it should remain part of Kosovo as a modern, European and multiethnic country. I am against the exchange of territories that rarely satisfy everyone and presuppose people of different ethnic groups cannot live together in peace. If Serbs can feel at home and progress in a democratic Kosovo, it will make it more possible for Serbia to evolve in one more European direction as well.
