Currently, 43 postal operators are registered in the registry, which are authorised for delivery of postal services. As a result of the COVIED-19 pandemic, there has been an extreme increase in electronic trade, namely, the sale of various products and goods via the internet, ʹonline, and automatism has influenced the extreme growth of various parties' demands to provide postal services, with which the number of postal operators has resulted. Even in spite of the large number of postal operators, during 2021 alone, three (3) postal operators” have been authorized, Nazim Rahimi, leader of the Postal Service Sector in ARKEP, told the news.
Rahim says that by 2020, we have failed to process all data from postal operators, including data on the market sharing of postal services.
The moment those data are processed, they will be published and formalised together with the annual report of ARKEP work, and of course those data will be accessible to the public”, he added.
ARKEP last year has also pronounced fines, as it has and has removed authorisation from some operators who have not met legal provisions, as have operators who have left the market themselves.
“During 2020, from postal operators' registry have been removed or unregistered six (6) postal operators, some of whom have been punished for disrespecting legal provisions”, Rahim said.
The leader of the Postal Service Sector in ARKEP, says further on about news.net that the postal services market in Kosovo is liberalised and postal operators enter the market through the reporting procedure.
The data and information they need to send to the Authority are ahead of Article 20, of Law No. 06/L-038, for postal services and regulations No.44, for providing general authorisations.
In the event the operator has sent the bug report and failed to complete the required data under Article 20, and Rule No. 44, then, the Authority in 15 days should ask the party to complete that data, otherwise it will not be registered to the mail service provider register. In that sense, Rahim said that in some cases they have sent remarks to the applicant parties, with cerras within legal terms they have met all requirements.
According to official data reported by postal operators, ARKEP has managed to register inflows to the postal service sector for 2019, with a total circulation and balance of total annual revenues of value; 7,370,711,49 euros. The figure for last year should be much higher.
The postal services market, based on revenues in the postal sector from 2011 to 2019, shows a steady increase, which is confirmed that there is a development and growth tendency. This increase is still far from the value of postal revenues that the countries of the region and those of the European Union have, but there is still a gradual increase.
