And the U.S. has to do this by engaging in Russia's conviction to allow it. But, to achieve towards this goal and to draft a strategy towards Kosovo, Serwer in an interview for Clankosova said the US and the EU must have a real co-operation.

University professor “John Hopkins” is of the opinion that the European Union should also play a concrete role towards Kosovo.

The European Union has three roles: Be a caller to dialogue, be the provider of carrots and sticks, and be the ultimate destination for Serbia and Kosovo. The EU also needs to co-operate with the US to ensure implementation of the agreements coming out of the” dialogue.

Serwer opposes an Association of Serb Majorities that would violate Kosovo's citizenship, but he has a new proposal -- even in this matter Kosovo should use reciprocity, seeking to create such a mechanism in Serbia.

The American analyst also spoke of former US family dialogue for Kosovo-Serbia, Richard Green and its Twitter cycremies against the winner of the February 14th election, Albin Kurti, who he also accused of anti-Americanism.

For his fellow countrymen, who recently had power being also acting director of US National Intelligence, Cerwer recommends that he simply be ignored.

How do you see Vetevendosje and Vjosa Osman in Kosovo?

Daniel Serwer: It was a convincing electoral triumph. They must turn this into an effective government.

What change do you expect from the next government?

Daniel Serwer: I expect them to do what they say: work and justice first, along with the vaccine.

How do you feel about Albin Kurti's statements that Kosovo should have the right to referendum with Albania?

Daniel Serwer: This would require a change in the Constitution, which is difficult to imagine could be passed to any Kosovo nation. Also, as if Kosovo becomes opposition to the international community. It's a bad idea whose time, I hope, won't come. Kosovo Patriots should not be interested in joining Albania.

How do you see the setting of Kurt's priorities that dialogue left behind employment and justice?

Daniel Serwer: I think it's one of the reasons Vetevendosje won: dialogue was not benefiting the citizens that many of them had hoped for. It was the deformation of governmental priorities.

Finally, former American family Richard Greenell ran into Kurt and accused him of anti-Americanism. How do you view these statements?

Daniel Serwer: Mr. Green is not a serious person or someone with a weight in today's Washington. Ignore him!

The European Union is persistently seeking to establish the Association of Serb majority municipalities, noting whether it should have executive competency. Should Kosovo establish a mechanism that violates the country's sovereignty and integrity?

Daniel Serwer: I would favour an association that is in line with the demands of the Constitutional Court, which means there is no executive competence. I also think that the principle of reciprocity should be applied: Any association within Kosovo should have one such as reflection within Serbia, with the same powers. So if Kosovo is expected to do something, it should also be asked of Serbia.

What should be the concrete role of the EU to reach a final agreement between Kosovo and Serbia?

Should the US approach Kosovo in a new way in resolving the problem with Serbia? What exactly should the Benden Administration do?

Daniel Serwer: The first and foremost is to set goals and strategy for their achievement in co-ordination with the EU. It will also have to convince Russia to allow Kosovo's membership in the United Nations.

When do you see Kosovo-Serbia reconciliation happening?

Daniel Serwer: There is no moment when it will happen. Relations have already improved dramatically in the past 20 years, although no one notices this. Relations will continue to improve, and once accession to the European Union appears as reality on the horizon, many good things will happen.
