Two persons who were committed as commissioners in recent elections under suspicion of voter fraud and bribery are suffering the measure of 30-day detention. Whether convicted or not, the same will not be engaged in the quality of the CEC commissioners or other staff, in other election processes.
This has been made known to KosovoPress, Central Election Commission spokesman Valmir Elezi, who said that in all cases when the CEC notes that the election process is violated by the commissioners then sends their names to the State Prosecutor and other action said it is against allowing the same people to participate in other elections as commissioners.
According to him, all of this is done in order to preserve the integrity of election processes in the future.
In cases where the CEC notes that the election process is violated by different persons, in this case the commissioners or other staff, then the CEC sends their names to the State Prosecutor for further legal actions. And the next step you take The CEC is a failure to allow for election engagement of persons who are part of the investigative processes on the part of justice institutions because they have committed criminal acts against voting rights. These actions are aimed at maintaining the integrity of future election processes. So it's a measure which the CEC applies every time”, he said.
To make it impossible for the commitment of the same people, Elez said they have adopted two electoral rules that measure the issue.
He also indicated that in past election processes, the CEC has taken the necessary actions to prevent commitment to those suspected or convicted of vote manipulation.
“to make unable the commitment of persons convicted of manipulation or who are part of the investigative and judicial processes, the CEC has adopted two electoral rules that measure the issue. Through the electoral rule for appointing members of the Municipal Election Commissions and the other rule for appointing members of the Local Councils, the CEC is cautious about the election process, because it does not allow the commitment of persons being investigated, whether they are suspected or convicted of criminal acts that have violated the election process. If we talk generally about the election processes of recent years, we can say that tens or hundreds of cases have been prosecuted on the CEC's part of the State Prosecutor and that the same have not been allowed to engage in subsequent election processes”, Elesi said.
CEC commissioners have been placed at the centre of criticism after allegedly manipulating votes within party lists, risking the election process for which there has been praise. There have even been ideas that commissionors who are elected by party are not allowed to count votes in the future.
