Until the US supported Ahtisaari's plan and thought Kosovo should become independent, Serbs continued to oppose the plan.
Russia made statements that could be interpreted as against independence, but did not mention the use of veto.
Three days later, on March 29, 2007, the European Parliament approves a resolution with 490 votes for, 80 against and 87 abstentions, expressing support for supervised independence for Kosovo
