The specialist refuses four who appeared as victims of Salih Mustaf

The Special Court's preliminary procedure judge, Nicolas Guillou, has made the first decision regarding the victims' participation in the judicial process against former KLA superior Salih Mustafa. Four people have been submitted as victims and applied via e-mail to become participants in the trial process against Mustafa. Three of the people [...]
Three of the people who were presented as victims come from the same family, says the report that the Office for the Members of Victims has handed it to Judge Nicolas Guillo.
“As far as the number of applications, time and accession are concerned, the ZPV predicts that, by the date of its First Report, she had received, via email four requests from persons applying for admission into the procedure as participating victims. As for the completeness of the apps, the ZPV predicts that three applicants from the same family (Victims 0105, 02/05 and 0305) collectively signed and presented an application form, which ZPV registered as three different apps. A fourth applicant (Victime 04/05) presented and signed one
application form”, reported in the Special Decision.
The Office for Victims Attendance says applicants have presented the necessary documentation required by this office.
“The ZPV further notes that none of the applicants presented relevant and necessary documentation, and that, after assessing all the criteria of compliance, The ZPV did not consider it necessary to ask the applicants to complete their applications and support them with requested documentation”, the Special Decision says.
Judge Nicolas Guillou has estimated that the submitted victims have described acts that have geographical and time links to the crimes the former superior is accused of. KLA, Salih Mustafa.
The office that deals with the victims says applicants have requested protection measures, except one, who has demanded that his identifying information not be revealed to the public.
“The ZPV generates that victims of 0105, 02/05 and
03/05 does not require such measures, while victim 04/05 demands that
Identifying information not to reveal to the public”, the Special Decision states.
This office has re-arranged pre-procedure judges to reject these four apps, since neither of them had provided necessary documentation.
The judge estimates that the victims have described events that have taken place following the timing of the indictment against Salih Mustaf.
“As for victims of 0105, 02/05 and 03/05, the preliminary Procedure Judge notes that the crimes described by the three applicants deal with events that took place several years after the timing of the crimes for which he is accused includes a location that is abroad from the geographical extent of the same charges and does not seem to concern the accused. Therefore, the Pre-Precience Procedure Judge finds that victims' applications of 0105, 02/05 and 0305 are unacceptable”, the decision said.
While for the other victim on display, it has reportedly described events that do not relate to charges against Salih Mustaf.
“As for Victimia 04/05, the Pre-Procedure Procedure Judge notes that the damage described by the applicant has to do with events completely unbound to charges, none of which appears to be linked to the accused. Therefore, the Pre-Procedure Judge finds that the application of Victima 04/05 is unacceptable”, said further in the decision.
Listing all this reason, Judge Nicolas Guillou has made a decision to reject the applications of four of the exhibits and has ordered that their names and any identifying information be kept confidential.
On June 12th of last year, the trial judge confirmed an indictment against Salih Mustaf.
On November 27th, Judge Nicolas Guillou issued a framework decision on the victims' applications, ordering the Office to attend the victims to present its first report on December 10, 2020, regarding the submitted applications and to submit other such reports, if there are, on regular grounds.
