Democracy in Action (DnV), even after the outcome of the voting process and counting in the polls, has continued with monitoring the process at the Counting and Results Centre, as well as other developments that connect with elections.

Given our observers' reports, processes conducted so far in the CNR have been in line with relevant legislation, but have developed at a slow pace. The process of verifying electoral materials, processing conditional and out-of-country votes, as well as recounting around 500 boxes, is continuing to be conveyed in transparency and with strong participation of local and international observers.

Although the decision to recount over 20% of the country's polling positions affects the increased integrity of elections and the accuracy of results, this process covers problems with the quality and qualifications of commissioners, as well as the training organised for them by the CEC. The failure to address problems recorded even during past processes has again influenced the same problems, especially with the handing of votes to candidates of political subjects. In this regard, the CEC should necessarily take steps to increase the quality of training, or even create mechanisms for punishing commissioners who, as a result of mistakes, human or intentional, have distorted civic will and indirectly impacted the delay of post-election procedures until the certificate of election results.

DnV recalls that the country is ahead of the final time limits for electing the president, who must precede the constitution and the election of the new government. Therefore, DnV requires that, as necessary, the QNR increases human capacity for management and completion of procedures within a period of speed.

As for the suspicious number of votes of the two political subjects -- one from the Bosniak community and one from the Roma -- DnV estimates the same are questionable, primarily because they have been won in areas where there is no concentration of respective communities, as well as second, because they delegate the idea of guaranteed countries for the communities in the Parliament. Votes won by political subjects “Uedjen Zajednica Adrijana Hodzic” and “Romania Initiative” are the result of an unusual increase in voter exit in Serb majority areas, where the overwhelming majority of the respective votes of these two subjects have been won. Even in the case of political subject votes by the Roma community, just as a result of votes won in the Serb majority, the Roma community will be represented by two MPs, despite the fact that the number of residents of this community is several times smaller than the other two communities.

DnV requires the treatment of this phenomenon by competent organs, so that the same does not become the norm and precedent for the major political subjects, which could create <x0-sateel subjects in communities, by countering the true will of the citizens of the respective communities, which would also undermine the reason for the existence of guaranteed seats.
