This is the full announcement of PZAP:

The Electoral Panel for Ances and Parashtres ʹPZAP, on January 22nd, 2021, has announced voters outside Kosovo with a fair vote that have applied to vote in Kosovo's pre-election elections that will be held on February 14th 2021, that their applications have been rejected by the Central Election Commission, can present complaints/appels at PZAP, only physically through recommendation mail, just as provided with the General Law of the Republic of Kosovo, Prodice and PSD regulations, as always acted in the latest of the elections, and not by 20th.

But, PZAP starting with good will and praising the difficulties of voters outside Kosovo for sending out complaints/appels through office as a result of international air communications disorder due to the Devud 19 Pandemia and the very short deadline for applying and presenting complaint/appel, as well as for escaping possible misunderstandings and allowing these voters to vote that is an elementary and guaranteed right by law and by conditions, P ZAP has decided to handle all their regular appeals submitted via e-mail to the PZAP address so that these citizens can use their right to vote in the Kosovo Assembly's early elections, which will be held on February 14th, 2021.

We announce voters outside Kosovo that, after making the Central Election Commission decision no. 419-2021 date for February 22, 2021, for the inclusion of Aprovated Voters in the Final List of Foreign Voters Out of the Land for Pre-elections of Kosovo, which will be held on February 14, 2021, on the e-mail address of PZAP on February 3rd and February 2021, have reached 1116 e-mails sent by Kosovo voters and 1 (a) has reached an appeal through office on February 5th 2021.

Against the CEC's decision highlighted high within the 24-hour deadline of making this decision at 6:00 on February 2nd 2021 until 1600 on February 3rd 2021, voters outside Kosovo have sent 931 e-mails, from them to 281 e-mails have been attached to the Formar complaints/appeles and other subject paperwork which The PZAP has considered both long-term and legally fair documentation for processing and review, while the other e-mails have not behind the tenderies of complaints/appeles as well as other paperwork of the subject to argue the purpose of the complaint, respectively, these e-mails have not met the elements of complaint/appel, they have been overexplicating and communicating about their application to the CEC for not joining the List of Voters outside Kosovo, so that the same ones who have not met the form of complaint or complaint, as they are not reviewed.

The PZAP, out of 281 appeals submitted by appeals via e-mail, 144 appeals have been accepted as based and has decided to order the CEC to include these voters in the List of Voters outside Kosovo to vote, while 124 appeals have been denied as groundless, since appeals were not provided sufficient evidence to prove that the same in the sense of 5.1 Law for the General Elections/ Local (LZP), meet the conditions to register on the Voters List outside Kosovo, and 13 appeals have been sounded as irregular.

Appeal sent via post by a voter outside Kosovo has been approved based and ordered The CEC will include the voter on the Voters List outside Kosovo.
