As confirmed today, these witnesses if they really exist can only be false.
Using false liars is a preferred instrument for managing justice by authoritarian systems.
Imagine how many people have suffered in pre-1999 Kosovo in court processes mounted with two Watchmen.
If we didn't have a hard experience with this type of “justice” maybe we'd be forgiven to confuse him with the real justice we're missing today.
