Pal Lekaj is accused of misusing the official position, as long as he was mayor of the Gjakova municipality.

With him, Ismet Isufi and Gani Rama are charged with misuse of office, while with subsidies and tax fraud Veli Hajdaraga was accused.

The Act against Lekat and others was established in 2018.

Lekaj and Isufi are charged that during 2008-2014, acting on the quality of official persons, the first in the quality of the Gjakova municipality chairman, while the second as director of the Directorate for Agriculture, have distributed subsidies through the company “U n NION-VL”, contrary to the Public Finance Management Law.

They have also passed legal competencies, because in addition to the subsidies fund, those for subsidies have used other budgetary lines of the Gjakova municipality, causing it a possible damage of up to 250,000 euros.

While Veli Hajdaraga is charged that during the 2008-2015 period, he has provided incorrect information that if all subsidies applied have accepted subsidies and, in this case, allowed farmers who have been on the list to receive subsidies to receive persons who were not eligible.

The accused Hajdaraga, in addition to the criminal act of subsidies fraud, is also charged with avoiding taxes of about 35 thousand euros.

According to the prosecution, it is aimed at avoiding tax fees for its company “U n NION-VL” has declared lower incomes than in reality.

According to the Special Prosecutor, the number of farmers who had to be interviewed is over 3,000, so with a number of respondents it has been won the trend that 40% of the subsidies beneficiaries have not accepted them at all.

Lekaj was deputy in the last term, while one earlier was Minister of Infrastructure in Haradinaj Government.
